This publication examines the critical issues surrounding water security (water shortage, water excess, inadequate water quality, the resilience of freshwater systems), providing a rationale for a risk-based approach and the management of trade-offs between water and other (sectoral and environmental) policies. The report sets out a three-step process to "know", "target" and "manage" water risks: (1) appraising the risks, (2) judging the tolerability and acceptability of risks and weighing risk-risk trade-offs, and (3) calibrating appropriate responses. The publication provides policy analysis and guidance on the use of market-based instruments and the complex links between water security and other policy objectives, such as food security, energy security, climate mitigation and biodiversity protection.

FUNDAMENTALS OF WATER SECURITY Understand How to Manage Water Resources to Equitably Meet Both Human and Ecological Needs Burgeoning populations and the ever-higher standards of living for those in emerging countries increase the demand on our water resources. What is not increasing, however, is the supply of water and the total amount of water in earth’s biosphere—water that is integral to all standards of living. Fundamentals of Water Security provides a foundation for understanding and managing the quantity-quality-equity nexus of water security in a changing climate. In a broad sense, this volume explores solutions to water security challenges around the world. It is richly illustrated and pedagogically packed with up-to-date information. The text contains chapter learning objectives, foundation sections reviewing quantitative skills, case studies, and vignettes of people who have made important contributions to water security. This book pursues a comprehensive approach so as to arrive at a better understanding of the implications of climate change on sustainable development, focusing on the perspective of water. Climate change is one of today’s most pressing global issues and will become increasingly important in the decades to come, as societies will feel its pervasive impacts in many aspects of their lives. Given that the majority of these climate change impacts will be felt through the medium of water, the book explores the interrelationships and inter-linkages between water, climate change and sustainable development.

This book highlights the relationship between the water sector and various other sectors in order to establish an improved understanding of the importance of water resources as an essential cross-cutting vector of socio-economic development. The book is both policy and practice oriented and is not constrained by existing definitions on water security. It includes actual experiences of policy, management, development and governance decisions taken within the water sector, and examples on how these have affected the energy and agricultural sectors as well as impacted the environment, and vice versa, as appropriate. It also discusses trade-offs, short and long-term implications, lessons learnt, and the way forward. The book includes case studies on cities, countries and regions such as Australia, China, Singapore, Central Asia, Morocco, Southern Africa, France, Latin America, Brazil and California.

This volume collects essays from academics and practitioners from a diversity of areas and perspectives in order to discuss water security at various levels and to illuminate the central idea of water security: its focus on the individual. Beginning with the big picture, this book aims to illustrate the depth of the water security crisis and its interconnections with other aspects of societal development. It particularly draws a connection to the 2030 Agenda for Sustainable Development, and discusses that challenges faced in meeting the 17 sustainability development goals (SDG) by the year 2030. Moving from international to domestic and community perspectives, this book provides a unique analysis of issues and solutions to the water issues we face today in light of the ever looming global changes brought on by climate change. Over the past few decades the recognition of our common need for water has increased, as policymakers have sought to place more focus on the individual within policy. After the recognition of water and sanitation as a fundamental human right by the United Nations General Assembly in 2010, there is increasing recognition of the individual as the building block for the struggle for water security. This reality also intersects with adverse impacts of global climate change, and the book responds to the broader question: will clean and safe water be available where we need it and when we need it in the future?

Few people actively engaged in India's water sector would deny that the Indian subcontinent faces serious problems in the sustainable use and management of water resources. Water resources in India have been subjected to tremendous pressures from increasing population, urbanization, industrialization, and modern agricultural methods. The inadequate access to clean drinking water, increase in water related disasters such as floods and droughts, vulnerability to climate change and competition for the resource amongst different sectors and the region poses immense pressures for sustainability of water systems and humanity. Water Security in India addresses these issues head on, analyzing the challenges that contemporary India faces if it is to create a water-secure world, and providing a hopeful, though guarded, road-map to a future in which India's life-giving and life-sustaining fresh water resources are safe, clean, plentiful, and available to all, secured for the people in a peaceful and ecologically sustainable manner.
