West African Security In The Context Of The Global War On Terror

Since the terrorist attacks on the American homeland on September 11, 2001, fighting the menace has become the frontier issue on the U.S.’ national security agenda. In the case of the African Continent, the United States has, and continues to accord major attention to the West African sub-region. This book : Evaluates where we can place West Africa within the broader crucible of the U.S. war on terrorism Establishes the key elements of the U.S.’ counter-terrorism policy in West Africa? Examines the U.S. counter-terrorism strategies in West Africa, and evaluates if they are being pursued both at the bilateral and multilateral levels in the region Interrogates the relationship between stability in the sub-region and the waging of the U.S.’ war on terrorism. Specifically, the book examines the crises of underdevelopment—cultural, economic, environmental, political, security and social—in the sub-region, especially their impact on shaping the conditions that provide the taproots of terrorism. Clearly, addressing these multidimensional crises of underdevelopment is pivotal to the success of the U.S. war on terrorism in the sub-region. This book will be of great interest to students and scholars of terrorism, homeland security, African Studies, conflict management, and political violence.

United States-Africa relations have experienced four major cycles. The first cycle was during the Cold War(1960-1990). During this period, the U.S. developed a one-sided relationship with various African states in which the latter served as "foot soldiers" for the U.S. in its competition with the Soviet Union for global domination. Among other things, the various client African states provided the U.S. with access to airfields, deep water ports and sites for the establishment of various intelligence gathering facilities. In addition, the U.S. used various groups like UNITA led by Jonas Savimbi in Angola to undermine and fight pro-Soviet regimes on the continent. The second cycle of the relationship covered the period 1991-1998. During this time, the U.S. scaled down its security activities in Africa. The major reason was that with the end of the Cold War Africa(with few exceptions like Egypt) was no longer a major front for the promotion of U.S. Security interests. The third cycle commenced in 1998 and ended in 2001. This period was characterized by the U.S.’ search for an approach to frame its security relations with Africa. In this vein, the U.S. undertook various military-security initiatives . The fourth cycle began after the 9/11 terrorist attacks against the American homeland. Since then, the U.S. has expanded the scope of its security relations with Africa, as reflected in the establishment of various initiatives and programs. At the core is the prosecution of the American "war on terror." Against this backdrop, this book examines some of the major dimensions of the U.S.’ security relations with Africa, including American security interests on the continent, the "war on terror," AFRICOM, and military cooperation. Using the book’s integrative theoretical framework, each of the chapters in the volume examines the various factors that shape the issue of focus.

More than any other part of the globe, Africa has become associated with conflict, insecurity and human rights atrocities. In the popular imagination and the media, overpopulation, environmental degradation and ethnic hatred dominate accounts of African violence, while in academic and policy-making circles, conflict and insecurity have also come to occupy centre stage, with resource-hungry warlords and notions of 'greed' and 'grievance' playing key explanatory roles. Since the attacks of 9/11, there has also been mounting concern that the continent's so-called 'ungoverned spaces' will provide safe havens for terrorists intent on destroying Western civilization. The Review of African Political Economy has engaged extensively with issues of conflict and security, both analysing on-going conflicts and often challenging predominant modes of explanation and interpretation. This Review of African Political Economy Reader provides a timely, comprehensive and critical contribution to contemporary debates about conflict and security on the continent. The first section, covers some of the continent's main post-Cold War conflicts and demonstrates their global connections. The articles also discuss the so-called 'resource curse', as well as the global arms trade, and reveal the complexities of the relationship between the economic and the political. The second section focuses on security as part of post-Cold War global governance, and discusses the effects of liberal peace-building as well as the link between development assistance and the 'war on terror'. The final section examines life as it continues in conditions of war and shows how insecurity reconfigures urban space, transforms social order, identities and authority. Seven Africanist scholars from the African Strategic and Peace Research Group in Nigeria here address the threat of terrorism in the context of the global strategic climate. The study is against the background of the altered shape of the global security equation, and the devalued utility of the notion of security through state-centric military preparedness. They posit that failure to grasp its exact nature is leading to the spread to parts of Africa hitherto regarded as relatively safe. Further the adverse socio-political conditions on the continent have increased Africa's vulnerability. They examine areas where the experiences of other regions are relevant, providing both a regional and global context. This publication explores current global security issues, their development in West Africa and their potential impact on regional stability. It takes a close look at issues such as terrorism and trafficking, climate change, and the links between security and development.

As the so-called Arab Spring has slid into political uncertainty, lingering insecurity and civil conflict, European and American initial enthusiasm for anti-authoritarian protests has given way to growing concerns that revolutionary turmoil in North Africa may in fact have exposed the West to new risks. Critical in cementing this conviction has been the realisation that developments originated from Arab Mediterranean countries and spread to the Sahel have now such a potential to affect Western security and interests as to warrant even military intervention, as France’s operation in Mali attests. EU and US involvement in fighting piracy off the Horn of Africa had already laid bare the nexus between their security interests and protracted crises in sub-Saharan Africa. But the new centrality acquired by the Sahel after the Arab uprisings – particularly after Libya’s civil war – has elevated this nexus to a new, larger dimension. The centre of gravity of Europe’s security may be swinging to Africa, encompassing a wide portion of the continental landmass extending south of Mediterranean coastal states. The recrudescence of the terrorist threat from Mali to Algeria might pave the way to an American pivot to Africa, thus requiring fresh thinking on how the European Union and the United States can better collaborate with each other and with relevant regional actors.

The study, Terrorism in Africa: The Evolving Front in the War on Terrorism, represents a research endeavor aimed at increasing scholarly discourse on the ever-expanding threat of terrorism and terrorist-related violence in the region. It offers the most wide-ranging analysis of the sub-national and transnational terrorists groups that have made Africa the second most violent region in the world. Additionally, the study expands the coverage of the multiple dynamics that indicate why terrorist-related violence continues to increase in the region and closes with regional solutions to the threat of terrorism. This collection of essays offers a comprehensive analysis of the states, terrorist groups, and critical issues that have increased the specter of terrorism in Africa. The study is divided into three themes: (1) the diversity of the terrorist threat among states in the region, (2) the regional dynamics and the local response to terrorism, and (3) regional solutions to the threat of terrorism in Africa.
