"TRB's National Cooperative Highway Research Program (NCHRP) Report 741: Evaluation of Methodologies for Visual Impact Assessments evaluates visual impact assessment (VIA) procedures, methods, and practices that satisfy or exceed National Environmental Policy Act (NEPA) and other requirements. The report documents VIA methodologies and approaches used in the United States and other countries, describes the decision making framework used to select specific VIA techniques for a given project, includes VIA best practice case studies from state departments of transportation, and highlights promising new developments in the field."--pub. desc.

NCHRP Report 649/NCFRP Report 3: Separation of Vehicles - CMV-Only Lanes presents an extensive compendium of information about CMV-only lanes and examines major issues and concepts that should be understood in developing new applications of CMV-only lane concepts as a potential method for both easing congestion and reducing the number of traffic accidents on highways. Appendices to this report, including an annotated literature review, performance evaluation criteria, benefits monetization factors and unit costs, and net present value calculations for benefit-cost analysis, are available on the TRB website. This report and the supplemental information can be used by public agencies that may be considering CMV-only lane concepts in corridor studies or other planning applications. The report provides data such agencies can use to support their own evaluations of CMV-only lane projects.

This report offers estimations of the economic gains made from shifting a significant chunk of the tax burden from income, profits and payrolls, onto congestion, pollution and waste generation. This study demonstrates that such changes can reduce environmental damage and increase production.

TRB Conference Proceedings 34: International Perspectives on Road Pricing is the proceedings of the International Symposium on Road Pricing held on November 19-22, 2003, in Key Biscayne, Florida. The event was a collaborative effort of TRB, the Florida Department of Transportation, the Organization for Economic Cooperation and Development, and the federal Highway Administration. The report includes two commissioned resource papers that examine the evolution of congestion pricing and the state of the practice in road pricing outside the United States. The proceedings also explore pricing successes and the challenges that have accompanied specific projects' implementation, as well as the potential evolution of road pricing in the future.
