Before commercial whaling was outlawed in the 1980s, diplomats, scientists, bureaucrats, environmentalists, and sometimes even whalers themselves had attempted to create an international regulatory framework that would allow for a sustainable whaling industry. In Whales and Nations, Kurkpatrick Dorsey tells the story of the international negotiation, scientific research, and industrial development behind these efforts —and their ultimate failure. Whales and Nations begins in the early twentieth century, when new technology revived the fading whaling industry and made whale hunting possible on an unprecedented scale. By the 1920s, declining whale populations prompted efforts to develop “rational”—what today would be called sustainable—whaling practices. But even though almost everyone involved with commercial whaling knew that the industry was on an unsustainable path, Dorsey argues, powerful economic, political, and scientific forces made failure nearly inevitable. This book explores the recent developments in global and Japanese whaling from the viewpoint of the members of the Japanese whaling community, a perspective that is largely neglected and misinterpreted. Japanese whaling has been one of the most contentious issues in global environmental governance in recent years, and Japan is often harshly criticized for its whaling programs. By distinguishing between the different whaling-related actors and their experiences, this book widens our understanding of why whaling programs continue to exist. Rich in ethnographic data, the book includes in-depth interviews with representatives of the Japanese whaling community, from government officials to fishermen, shedding light on what whaling represents, both historically and today. As an ethnographic study of a divisive and controversial subject, this book will appeal to a wide range of students and scholars, including, but not limited to, those interested in Japanese studies, anthropology, political science, and ocean resource management.

Over recent decades International Relations scholars have investigated norm dynamics processes at some length, with the ‘norm entrepreneur’ concept having become a common reference point in the literature. The focus on norm entrepreneurs has, however, resulted in a bias towards investigating the agents and processes of successful normative change. This book challenges this inherent bias by explicitly focusing on those who resist normative change - norm ‘antipreneurs’. The utility of the norm antipreneur concept is explored through a series of case studies encompassing a range of issue areas and contributed by a mix of well-known and emergent scholars of norm dynamics. In examining the complexity of norm resistance, particular attention is paid to the nature and intent of the actors involved in norm-contestation, the sites and processes of resistance, the strategies and tactics antipreneurs deploy to defend the values and interests they perceive to be threatened by the entrepreneurs, and whether it is the entrepreneurs or the antipreneurs who enjoy greater inherent advantages. This text will therefore be of interest to scholars and students of International Relations, International Law, Political Science, Sociology and History.
