Debates about security governance in Africa and about the place of women within it have moved in parallel despite their interconnection. In this book, the authors align the debates, locating African-specific and feminist analysis within the security discourse.

There is often a moment in time that acts as a rallying point around a particular issue. 2015 was one of those moments for women, peace and security as numerous landmark anniversaries were celebrated in the field. Africa has, in many ways, been the global laboratory for the gender, peace and security agenda, not only because of the number of conflicts occurring on the continent but also because African regional organisations, governments and civil society organisations have been at the forefront of striving for gender equality and implementing United Nations Security Council Resolution 1325. This book explores gender, peace and security in Africa from multiple angles, including: the conceptual and implementation challenges and shifts around women, peace and security in Africa over the last 15 years; women’s role as combatants in national liberation forces in South Africa; the dynamics of gender in the military through the lens of Kenyan women combatants; food security through a feminist lens; and a series of case studies on the nexus between gender and security in Zimbabwe, Nigeria, Madagascar, the Democratic Republic of Congo, Kenya and Somalia. This book was previously published as a special issue of the African Security Review.

Good governance is an index of human development. What constitutes good governance is holistic and gender issues are key components in the formation and practice of governance. In pre-colonial Africa, governance is inclusive of men and women. In the pre-colonial era, it could be argued that women had spheres of power and powerlessness. In most post-colonial societies of Africa, it is a rarity to accord women positions in government. Yet, the United Nations Conferences held in Copenhagen (1980), Nairobi (1985), Beijing (1995) and New York (2000), all had drafts and resolutions to change inequalities and vulnerabilities women encounter in public and private spaces. What are the issues to understand in the inclusion or exclusion of women in governance of African states and societies? This book explicates the experiential issues in gender, politics and governance. The 'known' are the stereotypes accorded to women as weak and unfit to take strategic roles in public life. Scholars across disciplines have debunked this perception. The known constantly linger in perpetuity because the development plans of African states fail to understand what it takes to have women empowered in all ramifications.

This textbook provides students across Social Sciences, Humanities, Politics, and International Studies with an in-depth understanding of the issues, policies, and strategies for addressing the symptoms and root causes of violence against women (VAW) in sub-Saharan Africa. This text uses the United Nations Security Council’s Resolution 1325 (UNSCR 1325) on Women, Peace and Security in Eastern and Southern Africa as a framework to present the causes and impacts of VAW and to trace the journey of sub-Saharan African countries toward gender equality. This book provides a critical assessment of the impact of UN Resolution 1325 by examining the effect of peacebuilding missions on increasing gender equality within conflict-affected countries. UN Resolution 1325 was adopted in October 2000, and was the first time that the security concerns of women in situations of armed conflict and their role in peacebuilding was placed on the agenda of the UN Security Council. It was an important step forward in terms of bringing women’s rights and gender equality to bear in the UN’s peace and security agenda. More than a decade after the adoption of this Resolution, its practical reality is yet to be substantially felt on the ground in the very societies and regions where women remain disproportionately affected by armed conflict and grossly under-represented in peace processes. This realization, in part, led to the adoption in 2008 and 2009 of three other Security Council Resolutions, on sexual violence in conflict, violence against women, and for the development of indicators to measure progress in addressing women, peace and security issues. The book draws together the findings from eight countries and four regional contexts to provide guidance on how the impact of Resolution 1325 can be measured, and how peacekeeping operations could improve their capacity to effectively engender security. This book will be of much interest to students of peacebuilding, gender studies, the United Nations, international security and IR in general.
