Sustained growth and improved governance in Africa’s agriculture sector are critical to meeting the continent’s development goals, including creating decent jobs for youth, nourishing growing cities with healthy foods, promoting resilience, and catalyzing domestic revenue mobilization. The 2020 Annual Trends and Outlook Report (ATOR) from the Regional Strategic Analysis and Knowledge Support System (ReSAKSS) focuses on the policies required to transform African agrifood systems to meet their potential. Chapters provide (1) an in-depth review of the evolution of agricultural sector policies over the last five decades; (2) a systematic analysis of traditional input constraints on agricultural productivity; (3) discussion of policies needed to bolster competitiveness along value chains; and of (4) factors that shape the broader enabling environment needed for agrifood system transformation. The report serves as the official M&E report for the Comprehensive Africa Agriculture Development Programme (CAADP), tracking progress on over 30 CAADP indicators.

Irrigation is increasingly being called upon to help stabilize and grow food and water security in the face of multiple crises; these crises include climate change, but also recent global food and energy price crises, including the 2007/08 food and energy price crises, and the more recent crises triggered by the COVID 19 pandemic and the war on Ukraine. While irrigation development used to focus on public, large-scale, surface- and reservoir-fed systems, over the last several decades, private small-scale investments in groundwater irrigation have grown in importance and are expected to see rapid future growth, particularly in connection with solar-powered pumping systems. But is irrigation ‘fit-for-purpose’ to support population growth, economic development, and multiple food, energy and climate crises? This paper reviews how fit-for-purpose irrigation is with a focus on economies of scale of surface and groundwater systems, and a particular examination of systems in Sub-Saharan Africa where the need for expansion is largest. The review finds challenges for both larger surface and smaller groundwater systems in the face of growing demand for irrigated agriculture and dwindling and less reliable water supplies. To support resilience of the sector, we propose both a holistic design and management improvement agenda for larger surface systems, and a series of suggestions to improve sustainability concerns of groundwater systems

This Handbook provides an authoritative and foundational disciplinary overview of African Public Policy and a comprehensive examination of the practicalities of policy analysis, policymaking processes, implementation, and administration in Africa today. The book assembles a multidisciplinary team of distinguished and upcoming Africanist scholars, practitioners, researchers and policy experts working inside and outside Africa to analyse the historical and emerging policy issues in 21st-century Africa. While mostly attentive to comparative public policy in Africa, this book attempts to address some of the following pertinent questions: How can public policy be understood and taught in Africa? The contributions examine an interplay of prevailing institutional, political, structural challenges and opportunities for policy effectiveness to discern striking commonalities and trajectories across different African states. The coronavirus pandemic has upended local, national, and global food systems, and put the Sustainable Development Goals further out of reach. But lessons from the world’s response to the pandemic can help address future shocks and contribute to food system change. In the 2021 Global Food Policy Report, IFPRI researchers and other food policy experts explore the impacts of the pandemic and government policy responses, particularly for the poor and disadvantaged, and consider what this means for transforming our food systems to be healthy, resilient, efficient, sustainable, and inclusive. Chapters in the report look at balancing health and economic policies, promoting healthy diets and nutrition, strengthening social protection policies and inclusion, integrating natural resource protection into food sector policies, and enhancing the contribution of the private sector. Regional sections look at the diverse experiences around the world, and a special section on finance looks at innovative ways of funding food system transformation. Critical questions addressed include: - Who felt the greatest impact from falling incomes and food system disruptions caused by the pandemic? - How can countries find an effective balance among health, economic, and social policies in the face of crisis? - How did lockdowns affect diet quality and quantity in rural and urban areas? - Do national social protection systems such as cash transfers have the capacity to protect poor and vulnerable groups in a global crisis? - Can better integration of agricultural and ecosystem polices help prevent the next pandemic? - How did companies accelerate ongoing trends in digitalization and integration to keep food supply chains moving? - What different challenges did the pandemic spark in Asia, Africa, and Latin America and how did these regions respond?

This Open Access book compiles the findings of the Scientific Group of the United Nations Food Systems Summit 2021 and its research partners. The Scientific Group was an independent group of 28 food systems scientists from all over the world with a mandate from the Deputy Secretary-General of the United Nations. The chapters provide science- and research-based, state-of-the-art, solution-oriented knowledge and evidence to inform the transformation of contemporary food systems in order to achieve more sustainable, equitable and resilient systems.

Increasing intra-African trade has long been an important development objective. The free movement of goods, services, factors of production, and people is seen as a key outcome of the African Union’s Agenda 2063, which expresses broad goals and aspirations for development and political and economic integration on the continent. The 2014 Malabo Declaration on Accelerated Agricultural Growth and Transformation for Shared Prosperity and Improved Livelihoods includes tripling intra-African agricultural trade by 2025 as one of seven major commitments. The African Continental Free Trade Area (AfCFTA), launched in January 2021, seeks to increase intra-African trade in order to boost industrial and socioeconomic development. With several important areas of the AfCFTA Agreement, including rules of origin, still under negotiation as of early 2023, the African Union adopted “Year of AfCFTA: Acceleration of the African Continental Free Trade Area Implementation” as its theme for 2023 in an effort to increase attention and commitment to the AfCFTA.
