A Policy Analysis Of Reserve Retirement Reform

As the defense burden borne by reserve forces has increased, more attention has been paid to differences between retirement systems for the reserve and active components. This report analyzes the systems, discusses the importance of structuring compensation to enable management flexibility, considers obstacles and how they might be overcome, and provides a quantitative assessment of the reserve retention and cost effects of possible proposals.

As the burden of defense borne by reserve forces has increased, more attention has been paid to differences between the compensation systems for the reserve and active components. One particular emphasis is on the retirement systems, a key difference being that reserve members who complete 20 years must wait until age 60 to draw benefits whereas active members can draw benefits immediately upon discharge. This monograph compares the reserve and active retirement systems, discusses the importance of structuring compensation to enable flexibility in managing active and reserve manpower, describes how the debate over reserve retirement reform has differed from active component retirement reform debate, and considers obstacles to reform and how they might be overcome. It also provides a quantitative assessment of several past congressional proposals to change the reserve retirement system in terms of their effects on reserve participation and personnel costs, concluding that proposals to reduce the age at which eligible members may begin receiving retirement benefits are not cost-effective means of sustaining or increasing reserve component retention. It also concludes that a menu of member options can be a powerful tool to maintain morale and overcome obstacles to reform. Current members could be given the choice of staying in the current retirement system or joining the new one, and the choice might be offered over a period of time, say five years. New entrants and reentrants with few years of service might be placed under the new system.

By one estimate, between fiscal years 1995 and 2005, total compensation costs for current and former military personnel increased by almost 60 percent. The military retirement benefit remains a significant portion of these costs, and every change to accessions, retention, and basic pay today will have a future effect on pension expenditures. This technical report provides an overview of the history of U.S. military retirement studies and associated legislation, with a particular focus on the past 60 years of proposed reforms. It is organized around the following five major issues that have driven attempts at retirement system reform: cost, equity, selective retention, civilian comparability, and force management flexibility. The author finds that cost alone is reason to analyze the current retirement system, and reform proposals of the past have focused carefully on cost. However, he also finds that, as the military's mission evolves over time, it is also important to consider the sometimes subtle incentive effects that the retirement system has on service member behavior. Beyond considerations of cost, reform of the military retirement system necessarily involves ramifications for force structure and operational readiness.

Four bills are pending in Congress to reduce the age at which reservists can begin to receive retirement benefits. This report provides input regarding these proposals and the broader issues surrounding reserve retirement reform. Although it is important to recognize that deferring some portion of compensation can be cost-effective, the results argue in favor of providing compensation on a current rather than a deferred basis.

Thus, novel defense and security barriers are needed to protect borders that are porous to terrorists, pollutants, political upheavals, and conflicts. Even increased trade and financial flows imply novel security challenges and defenses. Globalization also underscores the importance of a new set of institutions (e.g., the European Union and global governance networks) and agents (e.g., nongovernmental organizations and partnerships). This volume addresses the security challenges in this age of globalization, where conflicts involve novel tactics, new technologies, asymmetric warfare, different venues, and frightening weapons. Volume 2 contains topics not covered in volume 1 – i.e., civil wars, peacekeeping, economic sanctions, the econometrics of arms races, conversion, peace economics, and the interface of trade, peace, and democracy. Volume 2 also revisits topics from volume 1, where there has been a significant advancement of knowledge – i.e., conflict analysis, terrorism, arms races, arms trade, military manpower, and arms industries. All of the main securities concerns of today are analyzed. The Routledge Handbook of Defence Studies provides a comprehensive collection of essays on contemporary defence studies by leading international scholars. Defence studies is a multi-disciplinary study of how agents, predominantly states, prepare for and go to war. Whereas security studies has been broadened and stretched to cover at times the near totality of international and domestic affairs, and war studies has come to mean not just operations and tactics but also experiences and outcomes, defence studies remains a coherent area of study primarily aimed at how defence policy changes over time and in relation to stimulating factors such as alterations in power, strategy and technology. This new Handbook offers a complete landscape of this area of study and contributes to a review of defence studies in terms of policy, security and war, but also looks forward to new challenges to existing conceptions of defence and how this is changing as states and their militaries also change. The volume is divided into four thematic sections: Defence as Policy; Defence Practice; Operations and Tactics; and Contemporary Defence Issues. The ability to review the field while also looking forward to further research is an important element of a sustainable text on defence studies. In as much as this volume is able to highlight the main themes of defence studies, it also offers an in-depth look into how defence issues can be examined and compared in a contemporary setting. While the American defense community has naturally been preoccupied with the extensive transformation of the U.S. reserve components in recent years, equally critical developments in the reserve policies of the world's other major military powers have received less attention. The inevitability of continued American engagement with these countries means that their changing policies are highly relevant to the United States. American defense planners should therefore keep abreast of ongoing alterations in these countries' reserve components and, in certain cases, might wish to adjust their own forces and policies in response. The Reserve Policies of Nations provides a comprehensive assessment of these issues as well as a wealth of data on recent developments affecting the reserve policies of many of the world's leading military powers: Australia, Britain, Canada, China, France, Germany, Israel, Japan, and Russia.

Activation imposes a variety of costs on reservists. Among those costs is a potential decline in earnings during the period of activation. In this study, RAND researchers compute how earnings change when a reservist is activated using administrative data on military and civilian earnings obtained from the Department of Defense (DOD) and teh Social Security Administration (SSA). The study employs a comprehensive measure of annual earnings and covers the experiences of virtually all reservists activated in support of the Global War on Terrorism through 2003. Contrary to conventional wisdom and DOD survey evidence, the RAND study indicates that, on average, the earnings of reservists increase substantially when activated. Moreover, earnings gains increase length of active duty servcie. Some reservists do experience an earnings loss when activated, but the probability of experiencing an earnings loss declines with length of active duty service. Even so, these large earnings gains may be insufficient to compensate reservists for the hardship of active duty.
