A Political Sociology Of The European Union

The European Union is the first full-length treatment of European integration from a sociological perspective. It redirects the core concerns of political sociology away from nationally bounded societies towards a "sociology beyond societies," capable of making a valuable contribution to thinking about the nature and problems of the European Union. Within this broad objective the book concerns itself with such key issues as the relation between the EU and globalization, the nature of the EU state, and the question of whether a European society can be said to exist. The study of the European Union has historically been a theoretical battleground. Since the 1990s, new theoretical directions such as neo-institutionalism, multi-level governance and constructivism have provided a new impetus. However, despite these new inroads, empirical work has often remained sociologically and empirically underspecified. This volume seeks to bridge the gap between theory and fieldwork by developing an actor-centered political sociology. In doing so, the volume engages in a critical dialogue with the constructivist framework and proposes to build on its insights through a sociological hardening centered on European actors. The renewal of European studies through political sociology is only useful if it generates new understandings through empirical observation. This volume seeks to take a new tack on constructivism by asking what it is that Europe constructs by looking at three areas -- social spaces and professions, policy “problems” and policies, and policy instruments such as the Eurobarometer.

This book argues that contemporary European politics creates new forms of transnational power that challenge the traditional parameters of the nation-state. Kauppi identifies and critically explores the evolving dynamics between national and transnational spaces, groups and knowledge, and suggests that European public policies and transnational institutions like the European Parliament create new spaces, types of knowledge and novel political practices. Toward a Reflexive Political Sociology of the European Union is structured around three parts. The first focuses on evolving transnational fields. Globalisation and complex Europeanisation are two significant challenges currently influencing the restructure of the European nation-state, and redefining political power.
