A Strategy For Active Remote Sensing Amid Increased Demand For Radio Spectrum

Active remote sensing is the principal tool used to study and to predict short- and long-term changes in the environment of Earth - the atmosphere, the oceans and the land surfaces - as well as the near space environment of Earth. All of these measurements are essential to understanding terrestrial weather, climate change, space weather hazards, and threats from asteroids. Active remote sensing measurements are of inestimable benefit to society, as we pursue the development of a technological civilization that is economically viable, and seek to maintain the quality of our life. A Strategy for Active Remote Sensing Amid Increased Demand for Spectrum describes the threats, both current and future, to the effective use of the electromagnetic spectrum required for active remote sensing. This report offers specific recommendations for protecting and making effective use of the spectrum required for active remote sensing.

Radio observations of the cosmos are gathered by geoscientists using complex earth-orbiting satellites and ground-based equipment, and by radio astronomers using large ground-based radio telescopes. Signals from natural radio emissions are extremely weak, and the equipment used to measure them is becoming ever-more sophisticated and sensitive. The radio spectrum is also being used by radiating, or "active," services, ranging from aircraft radars to rapidly expanding consumer services such as cellular telephones and wireless internet. These valuable active services transmit radio waves and thereby potentially interfere with the receive-only, or "passive," scientific services. Transmitters for the active services create an artificial "electronic fog" which can cause confusion, and, in severe cases, totally blinds the passive receivers. Both the active and the passive services are increasing their use of the spectrum, and so the potential for interference, already strong, is also increasing. This book addresses the tension between the active services' demand for greater spectrum use and the passive users' need for quiet spectrum. The included recommendations provide a pathway for putting in place the regulatory mechanisms and associated supporting research activities necessary to meet the demands of both users.

The Department of Commerce operates two telecommunications research laboratories located at the Department of Commerce's Boulder, Colorado, campus: the National Telecommunications and Information Administration's (NTIA's) Institute for Telecommunications Sciences (ITS) and the National Institute of Standards and Technology's (NIST's) Communications Technology Laboratory (CTL). CTL develops appropriate measurements and standards to enable interoperable public safety communications, effective and efficient spectrum use and sharing, and advanced communication technologies. CTL is a newly organized laboratory within NIST, formed mid-2014. As it is new and its planned work represents a departure from that carried out by the elements of which it was composed, this study focuses on its available resources and future plans rather than past work. The Boulder telecommunications laboratories currently play an important role in the economic vitality of the country and can play an even greater role given the importance of access to spectrum and spectrum sharing to the wireless networking and mobile cellular industries. Research advances are needed to ensure the continued evolution and enhancement of the connected world the public has come to expect.

It is in our collective interest to observe and understand our planet, and to predict future behavior to the extent possible, in order to effectively manage resources, successfully respond to threats from natural and human-induced environmental change, and capitalize on the opportunities â€" social, economic, security, and more â€" that such knowledge can bring. By continuously monitoring and exploring Earth, developing a deep understanding of its evolving behavior, and characterizing the processes that shape and reshape the environment in which we live, we not only advance knowledge and basic discovery about our planet, but we further develop the foundation upon which benefits to society are built. Thriving on Our Changing Planet: A Decadal Strategy for Earth Observation from Space (National Academies Press, 2018) provides detailed guidance on how relevant federal agencies can ensure that the United States receives the maximum benefit from its investments in Earth observations from space, while operating within realistic cost constraints. This short booklet, designed to be accessible to the general public, provides a summary of the key ideas and recommendations from the full decadal survey report.

The proliferation of counterspace weapons across the globe often calls into question what can be done to best protect satellites from attack. This analysis from the CSIS Aerospace Security Project addresses different methods and technologies that can be used by the United States government, and others, to deter adversaries from attack. A wide range of active and passive defenses are available to protect space systems and the ground infrastructure they depend upon from different types of threats. This report captures a range of active and passive defenses that are theoretically possible and discusses the advantages and limitations of each. A group of technical space and national security experts supported the analysis by working through several plausible scenarios that explore a range of defenses that may be needed, concepts for employing different types of defenses, and how defensive actions in space may be perceived by others. These scenarios and the findings that resulted from subsequent conversations with experts are reported in the penultimate chapter of the report. Finally, the CSIS Aerospace Security Project team offers conclusions drawn from the analysis, actionable recommendations for policymakers, and additional research topics to be explored in future work.

This report makes a powerful case for investing in resilience and disaster risk reduction – especially data gathering and analysis for evidence informed action – to ensure agriculture’s crucial role in achieving the future we want.
