Adaptation As A Strategic Issue In The Climate Negotiations

As the Kyoto Protocol limps along without the participation of the US and Australia, on-going climate negotiations are plagued by competing national and business interests that are creating stumbling blocks to success. Climate Change Negotiations: A Guide to Resolving Disputes and Facilitating Multilateral Cooperation asks how these persistent obstacles can be down-scaled, approaching them from five professional perspectives: a top policy-maker, a senior negotiator, a leading scientist, an international lawyer, and a sociologist who is observing the process. The authors identify the major problems, including great power strategies (the EU, the US and Russia), leadership, the role of NGOs, capacity and knowledge-building, airline industry emissions, insurance and risk transfer instruments, problems of cost benefit analysis, the IPCC in the post-Kyoto situation, and verification and institutional design. A new key concept is introduced: strategic facilitation. 'Strategic facilitation' has a long time frame, a forward-looking orientation and aims to support the overall negotiation process rather than individual actors. This book is aimed at academics, university students and practitioners who are directly or indirectly engaged in the international climate negotiation as policy makers, diplomats or experts.

This book discusses the history of the Group of 77 and China’s negotiating position on adaptation to climate change in the context of the United Nations Framework Convention on Climate Change (UNFCCC). It also addresses a number of questions that have arisen, such as: What was the process for constructing a collective position of the G77 and China on adaptation? Why is it worthwhile to negotiate in a group of such dimensions? What are the incentives for reaching the broadest common position on adaptation? What is the role of the leading coordinators, and how is this linked to the rotating annual Presidency of the G77 and China? And, how do the subgroups of the G77 participate in reaching this general position? Written by former and current adaptation negotiators from developing countries, the book offers various perspectives from the subgroups and leading coordinators of the G77 and China as well as other organizations. Furthermore, in contrast to previous analyses on climate change negotiations, which focus mainly on the behaviour or position of one group, it presents a unique approach based on the strength of collectivism in the G77 and China. The book appeals to practitioners and professionals as well as scientists in climate change management and policy, impacts and adaptation, international relations, as well as diplomacy and development.

This special issue of the Climate Policy journal addresses the following key questions: * What long-term range of policies for climate change adaptation and mitigation should Europe pursue to adequately enhance sustainability on a global level? * What are the implications of long-term European climate strategy for the design of a global post-2012 climate regime? * What are the key concerns of different stakeholders and how will these concerns impact on long-term climate policy? These questions were discussed during two workshops, commissioned by the European Forum on Integrated Environmental Assessment (EFIEA) and jointly organized by the National Institute of Public Health and the Environment (RIVM), The Netherlands and the Tyndall Centre for Climate Change Research, UK. Selected papers from these workshops were adapted and peer-reviewed for publication. International experts offer detailed policy analysis and review the links between policy and economics, sustainable development, technology and adaptation. What does successful adaptation look like? This is a question we are frequently asked by planners, policy makers and other professionals charged with the task of developing and implementing adaptation strategies. While adaptation is increasingly recognized as an important climate risk management strategy, and on-the-ground adaptation planning activity is becoming more common-place, there is no clear guidance as to what success would look like, what to aim for and how to judge progress. This edited volume makes significant progress toward unpacking the question of successful adaptation, offering both scientifically informed and practice-relevant answers from various sectors and regions of the world. It brings together 18 chapters from leading experts within the field to present careful analyses of different cases and situations, questioning throughout commonly avowed truisms and unspoken assumptions that have pervaded climate adaptation science and practice to date. Climate change adaptation is increasingly recognized as complementary part to climate change mitigation. Climate change affects sea level, the extent of flood prone areas and precipitation patterns among many others. To adapt to these changes, the tasks of municipalities and cities are to implement policies and strategies for changes in land use and coastal management as part of their future development. It is of vital importance to address the uncertainties of climate change scenarios when proposing adaptation measures that are socially viable and economically reasonable. The decision making process, promoted here, is based on scientific excellence as well on an integrated communication process. Climate change is one of the greatest challenges of our time. As such, both the Fifth Assessment Report (AR5) released by the Intergovernmental Panel on Climate Change (IPCC) and the 25th Conference of the Parties (COP 25) recommendations call for action not only from government, but also from various stakeholders.
