Advanced Tools and Models to Improve River Basin Management in Europe in the Context of Climate Change - AquaTerra has developed from an integrated project of the 6th EU RTD Framework Programme that aims to provide the scientific basis for an improved river basin management through a better understanding of the river-sediment-soil-groundwater system as a whole, by integrating both natural and socio-economics aspects at different temporal and spatial scales. This book aims: To provide better understanding of the river-sediment-soil-groundwater system at various temporal and spatial scales To relate expected climate alterations to changes in deposition, mobility and distribution of pollutants in European river basins To provide the scientific basis for improved river basin management To introduce novel tools for water and soil quality monitoring To show the necessity of integrated modelling frameworks for impact evaluation of pollution as well as climate and land-use changes for definition of long-term management schemes The work illustrates the dynamic behavior of the pathway of pollutants in soils, groundwater, surface water and sediments. It highlights the fundamental importance of integrating knowledge from several combined disciplines on various environmental compartments in order to understand the large number of processes that govern pollutant input, transport and turnover. Results shows that a significant step forward has been made in the development new analytical methods and of process-based numerical models that are capable of making predictions of likely trends and environmental changes to be expected in the near or distant future at the basin-scale. These models can be used e.g. to generate hydrologic scenarios based on climate models and to simulate pollutant distribution and turnover rates from decades to millennia.

Water resources planning and management and the development of appropriate policies requires methodologies and tools that are able to support systematic, integrative and multidisciplinary assessments at various scales. It also requires the quantification of various uncertainties in both data and models, and the incorporation of stakeholders participation and institutional mechanisms into the various tools and risk assessment methodologies, to help decision makers understand and evaluate alternative measures and decisions. This requirement has been explicitly recognised in the context of the European Union Water Framework Directive (WFD). This book is one of the concrete outcomes of the Harmoni-CA concerted action (supported by the European Commission). It provides a framework for model-supported participatory planning of measures at various river basin scales and practical guidance to water managers and other interested stakeholders on the model-supported implementation of the WFD. The objective of the book is to offer guidance to water managers on the model-supported implementation of the Water Framework Directive at the level of a river basin district and at other levels (such as sub-basins, national, or international scale in the case of international river basins). It should help water managers to better understand how models may be used for planning purposes, while special attention is given to the problem of predicting an uncertain future, one very likely to differ from the present. Six case studies from different parts of Europe are provided to illustrate the practical applicability of the planning framework in the WFD implementation. They are very important for illustrating how concepts from earlier parts of the document are applied to real-world situations. Most large river basins in the world are transboundary. Experience with such basins emphasizes the urgent need for more efficient transnational water management. This book details recent initiatives undertaken in the Meuse basin (North-West Europe) to develop a transnational adaptation strategy to deal with the impact of climate change. In the 21st century, floods in the Meuse basin are expected to become more intense and more frequent, while summers will be hotter and drier. The transnational adaptation strategy combines scientific research to fill important gaps in knowledge, innovative natural and structural water retention measures, and enhanced (transnational) crisis management.
