This book contains a selection of articles from The 2013 World Conference on Information Systems and Technologies (WorldCIST'13), a global forum for researchers and practitioners to present and discuss the most recent innovations, trends, results, experiences and concerns in the several perspectives of Information Systems and Technologies. This book highlights the most important research areas in Information and Telecommunication Technologies as well as Radio Electronics. The respective chapters share in-depth and extended results in these areas with a view to resolving practically relevant and challenging issues including: management services and quality control, improved estimates for reliability indicators, the cryptographic technology Blockchain, research and forecasting of technological characteristics, satellite communications, multiservice transmission systems and effective technological solutions. These results can be used in the implementation of novel systems and to promote the exchange of information in e-societies. This volume contains the proceedings of the Second International Conference on Advances in Information Systems (ADVIS) held in Izmir, Turkey, 23–25 October 2002. This conference was dedicated to the memory of Prof. Esen Ozkarahan. He was a great researcher who made an essential contribution to the development of information systems. Prof. Ozkarahan was one of the pioneers of database machine research and database systems in Turkey. This conference was organized by the Computer Engineering department of Dokuz Eylul University in Izmir. This department was established in 1994 by Prof. Ozkarahan and he worked there for the last ?ve years of his life. The main goal of the conference was to bring together researchers from all around the world working in di?erent areas of information systems, to share new ideas and present their latest results. This time we received 94 submissions from 27 countries. The program committee selected 40 papers for presentation at the conference. During the conference a workshop was organized on the topic “New Information Technologies in Education”. The invited and accepted cont- butions cover a large variety of topics: general aspects of information systems, databases and data warehouses, information retrieval, multiagent systems and technologies, distributed and parallel computing, evolutionary algorithms and system programming, and new information technologies in education. The success of the conference was dependent upon the hard work of a large number of people. We gratefully acknowledge the members of the Program C- mittee who helped to coordinate the process of refereeing all submitted papers.

The development of computer science is now so rapid that we, the readers, in-creasingly receive technology news about new solutions and applications which very often straddle the border between the real and the virtual worlds. Computer science is also the area in which cognitive science is witnessing a renaissance, be-cause its combination with technical sciences has given birth to a broad scientific discipline called cognitive informatics. And it is this discipline which has become the main theme of this monograph, which is also to serve as a kind of guide to cognitive informatics problems. This book is the result of work on systems for the cognitive analysis and inter-pretation of various data. The purpose of such an analytical approach is to show that for an in-depth analysis of data, the layers of semantics contained in these sets must be taken into account. The interdisciplinary nature of the solutions proposed means that the subject of cognitive systems forming part of cognitive informatics becomes a new challenge for the research and application work carried out. The main goal of the conference was to bring together researchers from all around the world working in di erent areas of information systems to share new ideas and to represent their latest results. We received 80 submissions from 30 countries. The Program Committee selected 44 papers for presentation at the conference. The invited and accepted contributions cover a large variety of topics: - neral aspects of information systems, data bases, data warehousing, computer networks, Internet technologies, content-based image retrieval, information - trieval, constraint programming and arti cial intelligence. The success of the conference was dependent upon the hard work of a large number of people.
