African Heritage Challenges

The richness of Africa’s heritage at times stands in stark contrast to the economic, health, political and societal challenges faced. Development is essential but in what forms? For whom? Following whose agendas? At what costs? This book explores how heritage can promote, secure, or undermine sustainable development with special focus on sub-Saharan Africa, and in turn, how this affects conceptions of heritage. The chapters in this volume identify shared challenges, good practices and failures, and use specific case studies to provide detailed insights into varied forms of heritage and heritage defining processes on the continent. By critically analysing the often romanticised discourses of ‘heritage’, ‘community engagement’, and ‘sustainable development’ the volume suggests ways of harnessing aspects of heritage to tackle some of the socio-economic and political pressures facing heritage practices on the continent, including the legacies of colonialism.

Prof. Marie Louise Stig Sørensen is Professor of European Prehistory and Heritage Studies at the Department of Archaeology, University of Cambridge, and the Director of the Cambridge Heritage Research Centre. .

For a long time, resource conservationists have viewed environmental conservation as synonymous with wilderness and wildlife resources only, oblivious to the contributions made by cultural and heritage resources. However, cultural heritage resources in many parts of the developing world are gradually becoming key in social (e.g. communities’ identities and museums), economic (heritage tourism and eco-tourism), educational (curriculum development), civic (intergenerational awareness), and international resources management (e.g. UNESCO). In universities, African cultural heritage resources are facing a challenge of being brought into various academic discourses and syllabi in a rather reactive and/or haphazard approach, resulting in failure to fully address and research these resources’ conservation needs to ensure that their use in multiple platforms and by various stakeholders is sustainable. This book seeks to place African cultural heritage studies and conservation practices within an international and modern world discourse of conservation by presenting its varied themes and topics that are important for the development of the wider field of cultural heritage studies and management.

This book serves as a drive and medium for constructive analysis, critical thinking, and informed change in the broad area of cultural heritage studies. In Africa, how to overturn the gory effects and reverse the wholesale obnoxious and unpardonable losses suffered from the excruciating experience of colonialism in a manner that empowers the present and future generations, remains a burning question. Colonial and liberation war heritage have received insignificant attention. The relevance, nature, and politics at play when it comes to the role of memory and colonial heritage in view of nation-building and sustainability on the continent is yet to receive careful practical and theoretical attention and scrutiny from both heritage scholars and governments. Yet, colonial heritage has vast potentials that if harnessed could reverse the gargantuan losses of colonialism and promote sustainable development in Africa. The book critically reflects on the opportunities, constraints, and challenges of colonial heritage across Africa. It draws empirical evidence from its focus on Zimbabwe, South Africa, Nigeria, Ghana, Zambia, and Mozambique, to advance the thesis that cultural heritage in Africa, and in particular colonial heritage, faces challenges of epic proportions that require urgent attention.

Africa is richly blessed with cultural and natural heritage, key resources for nation building and development. Unfortunately, heritage is not being systematically researched or recognised, denying Africans the chance to learn about and benefit from heritage initiatives. This book offers a preliminary discussion of factors challenging the management of intangible cultural heritage in the African communities of Zanzibar, Mauritius and Seychelles. These islands are part of an overlapping cultural and economic zone influenced by a long history of slavery and colonial rule, a situation that has produced inequalities and underdevelopment. In all of them, heritage management is seriously underfinanced and under-resourced. African descendant heritage is given little attention and this continues to erode identity and sense of belonging to the nation. In Zanzibar tensions between majority and minority political parties affect heritage initiatives on the island. In Mauritius, the need to diversify the economy and tourism sector is encouraging the commercialisation of heritage and the homogenisation of Creole identity. In Seychelles, the legacy of socialist rule affects the conceptualisation and management of heritage, discouraging managers from exploring the island's widerange of intangible heritages. The author concludes that more funding and attention needs to be given to heritage management in Africa and its diaspora. Rosabelle Boswell is a senior lecturer in the Anthropology Department at Rhodes University, South Africa and a specialist of the southwest Indian Ocean islands. Her research interests include ethnicity, heritage, gender and development. Boswell's PhD was on poverty and identity among Creoles in Mauritius and her most recent work is onthe role of scent and fragrances in the heritage of the Swahili islands of the Indian Ocean region.

Managing Heritage in Africa provides a wide-ranging, up-to-date synthesis of heritage management practice in Africa, covering a broad spectrum of heritage issues such as archaeology, living traditions, sacred sites, heritage of pain (slavery), international conventions cultural landscapes, heritage in conflict areas and heritage versus development. Dealing with both intangible and tangible heritage, Managing Heritage in Africa gives an informative insight into some of the major issues and approaches to contemporary heritage management in Africa and situates the challenges facing heritage practitioners.

This volume provides new insights into the distinctive contributions that community archaeology and heritage make to the decolonization of archaeological practice. Using innovative approaches, the contributors explore important initiatives which have protected and revitalized local heritage, initiatives that involved archaeologists as co-producers rather than leaders. These case studies underline the need completely reshape archaeological practice, engaging local and indigenous communities in regular dialogue and recognizing their distinctive needs, in order to break away from the top-down power relationships that have previously characterized archaeology in Africa. Community Archaeology and Heritage in Africa reflects a determined effort to change how archaeology is taught to future generations. Through community-based participatory approaches, archaeologists and heritage professionals can benefit from shared resources and local knowledge; and by sharing decision-making with members of local communities, archaeological inquiry can enhance their way of life, ameliorate their human rights concerns, and meet their daily needs to build better futures. Exchanging traditional power structures for research design and implementation, the examples outlined in this volume demonstrate the discipline’s exciting capacity to move forward to achieve its potential as a broader, more accessible, and more inclusive field.

In Kenya, cultural and natural heritage has a particular value. Its pre-historic heritage not only tells the story of man's origin and evolution but has also contributed to the understanding of the earth's history: fossils and artefacts spanning over 27 million years have been discovered and conserved by the National Museums of Kenya (NMK). Alongside this, the steady rise in the market value of African art has also affected Kenya. Demand for African tribal art has surpassed that for antiquities of Roman, Byzantine, and Egyptian origin, and in African countries currently experiencing conflicts, this activity invariably attracts looters, traffickers and criminal networks. This book brings together essays by heritage experts from different backgrounds, including conservation, heritage management, museum studies, archaeology, environment and social sciences, architecture and landscape, geography, philosophy and economics to explore three key themes: the underlying ethics, practices and legal issues of heritage conservation; the exploration of architectural and urban heritage of Nairobi; and the natural heritage, landscapes and sacred sites in relation to local Kenyan communities and tourism. It thus provides an overview of conservation practices in Kenya from 2000 to 2015 and highlights the role of natural and cultural heritage as a key factor of social-economic development, and as a potential instrument for conflict resolution
