Africa is not on track to meeting the Sustainable Development Goal (SDG) 2 targets to end hunger and ensure access by all people to safe, nutritious and sufficient food all year round and to end all forms of malnutrition. The number of hungry people on the continent has risen by 47.9 million since 2014 and now stands at 250.3 million, or nearly one-fifth of the population. The 2017, 2018 and 2019 editions of this report explain that this gradual deterioration of food security was due to conflict, weather extremes, and economic slowdowns and downturns, often overlapping. A continued worsening of food security is expected also for 2020 as a result of the COVID-19 pandemic. In addition to hunger, across all countries in Africa millions of people suffer from widespread micronutrient deficiencies, and overweight and obesity are emerging as significant health concerns in many countries. This report shows that the food system in Africa does not provide food at a cost that makes nutritious food affordable to a majority of the population, and this is reflected in the high disease burden associated with maternal and child malnutrition, high body-mass, micronutrient deficiencies and dietary risk factors. The report also shows that current food consumption patterns impose high health and environmental costs, which are not reflected in food prices. The findings presented in this report highlight the importance of prioritizing the transformation of food systems to ensure access to affordable and healthy diets for all, produced in a sustainable manner.

The percentage of population suffering from overweight or obesity is increasing worldwide, both in developed and developing countries, and for all subpopulations of age and gender (although data on the incidence of those problems seem to differ somewhat across sources; see Díaz-Bonilla and Paz, 2019). High body mass is a risk factor for many non-communicable diseases such as diabetes, high blood pressure, coronary heart disease and stroke. High Body Mass also tends to increase the risks of various types of cancer, gallbladder disease, musculoskeletal disorders and respiratory symptoms among others. In consequence, it constitutes one of the leading risk factors causing early death and disability, as measured in disability-adjusted life years (DALYs).1 It is estimated that in recent years overweight and obesity contributed to about an estimated 4 million deaths (7.1% of all deaths) and 120 million DALYs worldwide (4.9% of all DALYs among adults); overweight and obesity also carry economic costs, estimated globally in US$500 billion per year (Development Initiatives, and Institute for Health Metrics and Evaluation (IHME) , 2018). Consequently, there is an increasing interest to develop policies and interventions that may reduce the incidence of overweight and obesity.

The Routledge Handbook of Gender and Agriculture covers major theoretical issues as well as critical empirical shifts in gender and agriculture. Gender relations in agriculture are shifting in most regions of the world with changes in the structure of agriculture, the organization of production, international restructuring of value chains, climate change, the global pandemic, and national and multinational policy changes. This book provides a cutting-edge assessment of the field of gender and agriculture, with contributions from both leading scholars and up-and-coming academics as well as policymakers and practitioners. The handbook is organized into four parts: part 1, institutions, markets, and policies; part 2, land, labor, and agrarian transformations; part 3, knowledge, methods, and access to information; and part 4, farming people and identities. The last chapter is an epilogue from many of the contributors focusing on gender, agriculture, and shifting food systems during the coronavirus pandemic. Public expenditures (PE), their sizes, and allocations across sectors, are some of the important instruments for the public sector to contribute toward sustainable development goals (SDGs). However, knowledge gaps remain as to how PEs have actually contributed to key SDG outcomes in the past, including the eradication of poverty and hunger, and the improvement in food and nutrition security in sustainable manners (SDGs 1 and 2). This study aims to partly fill this knowledge gap using the Statistics on Public Expenditures for Economic Development (SPEED data) and various country-level panel data. We find that PEs in different sectors have been significantly associated with key indicators under SDGs 1 and 2. Specifically, greater PEs for agriculture and health sectors have had relatively positive effects on total factor productivity growth in agriculture, reduced consumer food price indices, reduced poverty, reduced stunting, underweight or overweight among children under 5. A greater PE for agriculture has also been weakly associated with enhanced biodiversity. These relationships are observed for a broad class of countries, but somewhat stronger for countries that had been classified as low- or lower-middle-income in 2000. Greater PEs for education and social protection, which have been generally higher than PEs for agriculture and health, have had more mixed effects on these outcomes. While continued analyses are required to better understand the complex linkages between PE and these outcomes, the current study offers useful preliminary insights.
