Albania Towards A Sustainable Regional Development

As Albania is accelerating its preparations towards candidate country status in the European Union (EU), numerous areas of public policy and –practices are undergoing intensive development. Regional development policy is a very new area of public policy in Albania and needs research and development. This study examines the process of sustainable development in Albania by analysing and comparing the regional development of the regions Tirana, Shkodra and Kukes. With regards to methodology the study relies on a review of literature as well as an analytical review of and a comparative approach to the three case regions, ensuring adequate quality through interviews and quantitative relevance through data collection. The research is organised in five chapters. The first chapter provides an overview over the research. The second chapter outlines the theories and scientific framework underlying the sustainable–development-to-regional-development process and its links to geography. The third chapter presents the overall picture of the regional development efforts in Albania, analysing disparities and regional development in the light of EU requirements and NUTS division. Chapter 4 continues this discourse by highlighting the regional development of the three regions: Tirana (driver for change), Shkodra (the North in development) and Kukes (the “shrinking” region). Conclusions and recommendations are presented in chapter 5. This research comes to the conclusions that if growth in Albania is to be increased and sustained, a regional development policy needs to be established.

The mountain regions in Southeastern Europe are unique natural regions of great beauty and ecological value, and home of the head waters of major rivers. They constitute a major ecological, economic, cultural, recreational and living environment in Europe, shared by numerous cultures and countries. The Southeastern European Mountain Regions are an important reservoir for biodiversity and habitats in Europe. A great number of protected areas – national parks, nature parks, reserves and nature monuments are located in these regions. From a socio-economic point of view the mountain regions are among the poorest areas in the Southeastern European countries, but they have potential for the implementation of successful economic activities. There are opportunities for development of these regions and, in particular, for trans-border integration and co-operation. This book brings together research results from experts from all Balkan countries working on the problems of the mountain regions in Southeastern Europe. The volume focuses on the challenges taking place along the rapid transformation in land use, biodiversity, tourism, nature risk and bio-productivity due to the global changes and particularly due to the local impacts of climate change. The key questions for discussion are: - Biodiversity, nature protection and conservation - Natural disasters and risk management - Social-economical development of the mountain regions - Spatial planning in the development of the mountain regions - Sustainable practices and politics for land use - Transborder co-operation.

This book analyses the effectiveness of policies adopted in cluster promotion, using complexity thinking and evolutionary economic geography approaches. It studies cluster dynamics in transition economies, exploring the case of Albania. In developing countries, the ‘model’ of the developed countries, is often seen as the endpoint of a trajectory that must be followed meticulously, implying a view on modernization as a linear and uniform process. They tend to import policies from these ‘success models’ showing minimal regard to their context and institutional capabilities; therefore, more often than not, such policies show little effectiveness. This research on cluster policies in Albania confirms this. It suggests that in Albania there is a need to revise the way of thinking about clusters, considering them first and foremost as relational networks, instead of physically bound industrial districts. While there is questioning of top-down policies and the national innovation systems prerogative, the suggested model by this research, in line with some of the most recent policy frameworks, advocates the need for flexibility, bottom-up initiatives and place-based approaches. By means of conclusion, the book comes up with an alternative model of territorial policies for cluster development, shifting from ‘static’ towards ‘dynamic’ planning.

The Institutional Capacity Building Plan is the first of three components in the Regional Programme for Cultural and Natural Heritage in South East Europe that was launched in 2003. As part of this plan, a "translational theme-based debate" was held, the structure of which was based on an assessment of requests from Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Montenegro, Romania, Serbia, "the former Yugoslav Republic of Macedonia" and Kosovo. The results of this debate have been published across three volumes in the European Heritage series. The first volume concerned current heritage policies and legislation; the second covered the tools for integrated management of cultural and natural heritage, in the broad sense of the term (the concept of "cultural environment"). This third volume examines how the enhancement of cultural and natural heritage can contribute to the implementation of sustainable development projects. The participants' reports and presentations on European best practices should inspire institutions to define rules and guidelines for structuring their national heritage policies so that they can also contribute to regional and local development strategies.

This open access book focuses on Albanian internal and international female migration and places gender at the heart of postsocialist transformation. It explores the vulnerabilities that arise for female citizens from the contradictory policies produced by the Albanian state. By illuminating the intersection of gender and migration, it shows how Albanian women are likely to embed themselves in complex social relations and migration trajectories. By focusing on various cases – internal, international, return, economic and student female migrants – the book underlines that migration does not follow any kind of evolutionary development, according to which women go from 'traditional’ to ‘modern' gender relations. By providing a compelling account on the complex negotiations and tactics women employ to deal with gender inequalities, this book leads to a better understanding of gender and migration entanglements. In the face of megatrends such as globalisation, climate and demographic change, digitalisation and urbanisation, many cities and regions are grappling with critical challenges to preserve social inclusion, foster economic growth and transition to the low carbon economy. The 17 Sustainable Development Goals (SDGs) set the global agenda for the coming decade to end poverty, protect the planet and ensure prosperity for all. A Territorial Approach to the Sustainable Development Goals argues that cities and regions play a critical role in this paradigm shift and need to embrace the full potential of the SDGs as a policy tool to improve people's lives. The report estimates that at least 105 of the 169 SDG targets will not be reached without proper engagement of sub-national governments. It analyses how cities and regions are increasingly using the SDGs to design and implement their strategies, policies and plans; promote synergies across sectoral domains; and engage stakeholders in policy making. The report proposes an OECD localised indicator framework that measures the distance towards the SDGs for more than 600 regions and 600 cities in OECD and partner countries. The report concludes with a Checklist for Public Action to help policy makers implement a territorial approach to the SDGs.
