In both the UK and the rest of the world there have been rapid increases in the numbers of women in prison, which has led to an acceleration of interest in women's crimes and the social control of women, and women's experience of both prison and the criminal justice system is very different to men's. This text is concerned to address the key issues relating to women's imprisonment, contributing at the same time to an understanding of prison issues in general and the historical and contemporary politics of gender and penal justice. What are women's prisons for? What are they like? Why are lone mothers, ethnic minority and very poor women disproportionately represented in the women's prison population? First published in 1983, Women’s Imprisonment explores the meanings of women’s imprisonment and, in particular, the wider meanings of the ‘moment’ of prison. Based on officially sponsored research in Cornton Vale, Scotland’s only women’s prison, the book makes extensive use of interviews with sheriffs, policemen, and social workers, as well as observation in the prisons, the courts, and the lodging-houses. The author quotes from interviews with women recidivist prisoners, the judges who send them to prison, and the agencies which assist them in between their periods of imprisonment. In doing so, questions are raised about the meanings of imprisonment and the penal disciplining of women at the time of original publication. The book also examines the changing and various meanings of imprisonment in general and the invisible nature of the social control of women in particular.

Pat Carlen's compelling and compassionate analysis of the penal control of women at the end of the twentieth century is based on new research completed in 1997. She develops many of the themes of previous work, while introducing new concepts such as 'gender-testing', and 'ameliorative justice'. In the last decade there has been growing international concern about the increasing numbers of women in prison, the effects that imprisonment has on their children, the realisation that gaoled women have different criminal profiles and rehabilitative needs to male prisoners, and the seeming intractability of the associated problems. In response there has been an overarching policy concern in many countries to fashion and co-ordinate gender-specific policies towards female offenders which aim both to slow down the rate of their offending and/or imprisonment, and also to engender flexible programmes which will reduce the time spent in custody and/or away from their young children. The major objective of this book is to describe and analyse contemporary opportunities for, and barriers to, both the reduction of female prison populations and the reduction of the pain of those women who continue to be imprisoned. In "Punishment in Disguise", Kelly Hannah-Moffat presents a look at some current forms of penal governance in Canadian federal women's prisons. Hannah-Moffat uses women's imprisonment to theorize the complexity of penal power and to show how the meaning and content of women's penal governance changes over time, how penal reform strategies intersect and evolve into complex patterns of governing, how governing is always gendered and racialized, and how expert, non-expert, and hybrid forms of power and knowledge inform penal strategies.The author posits that although there has been a series of distinct phases in the imprisonment of women, the prison system itself, given its primary functions of custody and punishment, is consistent in thwarting attempts at progressive reform. While each distinct phase has its own corresponding ideology and discourse, the individual discourses have internal complexities and contradictions, which have not been adequately recognized in the general literature on penology.Avoiding universal and reductionist claims about women's oppression, Hannah-Moffat argues that relations of power are complex and fractured and that there is a need to explore the specific elements of institutional power relations. Backed by solid research, "Punishment in Disguise" makes a strong contribution to criminology and feminist theory by providing an alternative approach to analysing the governance of women by other women and by the state.

Ten years after the publication of Creating Choices, a remarkable report on women’s imprisonment in Canada, this book sets out to reflect on attempts to reform prison. In a series of critical essays, the contributors stimulate reflection and discussion. They explore the effects of punishment and penality on women’s lives, the impact of feminist reforms on the lives of women in prison and the systemic barriers which limit change in the context of both provincial and federal prisons. Each of the authors has a personal and sometimes intimate knowledge of the recent history of women’s prisons in Canada. Taking Creating Choices as a starting point, these essays question the role of prisons in our society, the importance of taking account of gender and its intersection with race and class, and the problems of both weak feminist models and the co-optation of feminist ideals and Aboriginal spirituality by correctional systems.
