Approaches To Building A Smart Community

The unique approaches proposed in this book are ‘glocal’ in character, as they draw on the experiences of South Africans to address the global issue of ‘smart communities’. The book blends together social and technical aspects, and presents the experiences from a range of community practitioners, academics, architects and engineers.

Smart communities are those that use information and communication technologies in new and innovative ways to empower their residents, institutions, and region as a whole. This document is the report of a panel established to propose ways in which information and communication technology can help create smart communities in Canada. The panel report discusses the following issues: the capability of Canada to become a leader in the smart communities movement; the characteristics of smart communities, and examples of smart community initiatives in Canada; the benefits of smart communities to Canadians; creation of a unique Canadian approach to building smart communities; selection of communities for demonstrating the smart community concept; and the challenge of national accessibility to information and communication technologies.

“Smart City” programs and strategies have become one of the most dominant urban agendas for local governments worldwide in the past two decades. The rapid urbanization rate and unprecedented growth of megacities in the 21st century triggered drastic changes in traditional ways of urban policy and planning, leading to an influx of digital technology applications for fast and efficient urban management. With the rising popularity in making our cities “smart”, several domains of urban management, urban infrastructure, and urban quality-of-life have seen increasing dependence on advanced information and communication technologies (ICTs) that optimize and control the day-to-day functioning of urban systems. Smart Cities, essentially, act as digital networks that obtain large-scale real-time data on urban systems, process them, and make decisions on how to manage them efficiently. The book presents 26 chapters, which are organized around five topics: (1) Conceptual framework for smart cities and communities; (2) Technical concepts and models for smart city and communities; (3) Civic engagement and citizen participation; (4) Case studies from the Global North; and (5) Case studies from the Global South.

Based on the results of more than a decade of research by the Pew Partnership for Civic Change, Smart Communities provides directions for strategic decision-making and outlines the key strategies used by thousands of leaders who have worked to create successful communities. Smart Communities offers leaders from both the public and private sectors the tools they need to create a better future for all the community's citizens.
