This regulation applies to the Active Army, the Army National Guard/Army National Guard of the United States, and the U.S. Army Reserve, unless otherwise stated. Also, it applies to Department of the Army civilians. During mobilization, the proponent may modify policies contained in this regulation. This regulation describes the Army Foreign Language Program. It establishes policies and procedures for the management of Army linguists (both military and DA civilians), language capable Soldiers, and command language programs (CLPs). The CLPs facilitate foreign language refresher, remediation, sustainment, enhancement, and cross-training of assigned linguists. This regulation establishes responsibilities within the Army Foreign Language Program, delineates minimum language training and language proficiency standards, and establishes associated language testing requirements. It also establishes program planning and reporting requirements.

Sun Tzu, author of The Art of War, believed that the acme of leadership consists in figuring out how to subdue the enemy with the least amount of fighting—a fact that America’s Founders also understood, and practiced with astonishing success. For it to work, however, a people must possess both the ability and the willingness to use all available instruments of power in peace as much as in war. US foreign policy has increasingly neglected the instruments of civilian power and become overly dependent on lethal solutions to conflict. The steep rise in unconventional conflict has increased the need for diplomatic and other non-hardpower tools of statecraft. The United States can no longer afford to sit on the proverbial three-legged national security stool (“military, diplomacy, development”), where one leg is a lot longer than either of the other two, almost forgetting altogether the fourth leg—information, especially strategic communication and public diplomacy. The United States isn’t so much becoming militarized as decivilianized. According to Sun Tzu, self-knowledge is as important as knowledge of one’s enemy: “if you know neither yourself nor the enemy, you will succumb in every battle.” Alarmingly, the United States is deficient on both counts. And though we can stand to lose a few battles, the stakes of losing the war itself in this age of nuclear proliferation are too high to contemplate.

This book illustrates how Africa’s defence and security domains have been radically altered by drastic changes in world politics and local ramifications. First, the contributions of numerous authors highlight the transnational dimensions of counterterrorism and counterinsurgency in Africa and reveal the roles played by African states and regional organisations in the global war on terror. Second, the volume critically evaluates the emerging regional architectures of countering terrorism, insurgency, and organised violence on the continent through the African Union Counterterrorism Framework (AU-CTF) and Regional Security Complexes (RSC). Third, the book sheds light on the counterterrorism and counterinsurgency (CT-COIN) structures and mechanisms established by specific African states to contain, degrade, and eliminate terrorism, insurgency, and organised violence on the continent, particularly the successes, constraints, and challenges of the emerging CT-COIN mechanisms. Finally, the volume highlights the entry of non-state actors – such as civil society, volunteer groups, private security companies, and defence contractors – into the theatre of counterterrorism and counterinsurgency in Africa through volunteerism, community support for state-led CT-COIN Operations, and civil-military cooperation (CIMIC). This book will be of use to students and scholars of security studies, African studies, international relations, and terrorism studies, and to practitioners of development, defence, security, and strategy.
