Asia Looks Seaward

Asia is headed toward an uncertain and potentially volatile future in the maritime arena. The two rising Asian powers, China and India, dependent as they are on seaborne commerce for their economic well-being, have clearly set their eyes on the high seas. Yoshihara and Holmes offer a stark warning that many strategists in Beijing and New Delhi appear spellbound by the more militant visions of sea power. Indeed, both powers appear poised to develop the capacity to control the sea lanes through which the bulk of their commerce flows. If they enter the nautical environment with such a martial mindset, Asia could very well fall victim to regional rivalries that give rise to a vicious cycle of competition. Yoshihara and Holmes provide the first examination of the simultaneous rise of two naval powers and the potential impact that such an oceanic reconfiguration of power in Asia could have on long-term regional stability. Their study analyzes the maritime interests and strategies of the littoral states in Asia as they prepare for the expected reordering of nautical affairs. This long-overdue assessment revisits underlying assumptions that have prevailed among strategy-makers and provides a concrete policy framework for reducing the risk of confrontation in Asian waters.

Where the implications of war and peace are open to question, the possibility of change depends more on politics than economics. The concept of regional security is based on great power support for regional order. Yet there are signs of renewed determination to move the region in new directions. While China's Silk Road projects are long-term regional investments that hinge on regional stability, the US is attempting to fashion new partnerships and India strives to reconcile regional differences to promote a peaceful environment.This book, as it sets out the emerging agendas of the great powers and local powers, makes a significant contribution to a better understanding of the international relations and diplomatic politics of South Asia.

This book examines how international order at sea is challenged, changed and maintained. The book surveys challenges to the international order at sea in the Asia-Pacific, the Indian Ocean Region, the Atlantic Ocean and the Arctic Ocean. It explores the interaction between and cooperation among leading, emerging and smaller naval powers, both naval and coastguard responses, required for the maintenance of good order at sea. Six broad and interlinked issues are identified that will influence the future international order at sea: the balance between the maritime and the continental domains; the balance between great power rivalry and cooperation; the contest between access and denial; the operational balance between preparing; building and training for warfighting as opposed to operations other than war; how to manage ‘disorder’ security challenges that very often transcends territorial waters and national boundaries, and finally, the balance between safeguarding national interests and contributing to collective efforts preserving the international order at sea.

European-East Asian Borders is an international, trans-disciplinary volume that breaks new ground in the study of borders and bordering practices in global politics. It explores the insights and limitations of border theory developed primarily in the European context to a range of historical and contemporary border-related issues and phenomena in East Asia. The essays presented here question, rather than assume, the various borders between inclusion/exclusion, here/there, us/them, that condition the (im)possibility of translating between histories, cultures and identities. Contributors suggest that the act of translation offers new ways of thinking about how border logics operate, taking on the concept of translation itself as border problematic and therefore raising questions of power and authority, such as who gets to act as a translator, or who benefits from the outcome. The book will appeal not only to upper-level students and scholars with a geopolitical-historical interest in East Asia, but also to those who work in the inter-disciplinary field of border studies and others with an interest more generally in translation and the extent to which theory ‘travels’ across time and space.

As the first directly elected Indonesian president, Susilo Bambang Yudhoyono (SBY) served at a crucial juncture in Indonesia’s history. Succeeding the three short presidencies of BJ Habibie, Abdurrahman Wahid and Megawati Sukarnoputri, his presidency had a lot to prove. While critical assessment of SBY’s domestic policies have been undertaken, less attention has been paid to his foreign policy. This volume seeks to fill this gap by examining key foreign policy issues during SBY’s tenure, including bilateral relations, Indonesia’s involvement in international organizations, and pivotal issues such as international labour and terrorism. The book provides an assessment of the direction of his foreign policy and management style, paying particular attention to his concerns over Indonesia’s territorial integrity and sovereignty, the significance of international institutions, and Indonesia’s right to lead.

The Indian Ocean region has rapidly emerged as a hinge point in the changing global balance of power, and the geographic nexus of economic and security issues with vital global consequences. The security of energy supplies, persistent poverty and its contribution to political extremism, piracy and related threats to seaborne trade, competing nuclear powers, and possibly the scene of future clashes between rising great powers India and China—all are dangers in the waters or in the littoral states of the Indian Ocean region. This volume, one of the first attempts to treat the Indian Ocean Region in a coherent fashion, captures the spectrum of cooperation and competition in the Indian Ocean Region.
