As a direct result of globalization and expanded economic opportunity, the last half century has yielded the most remarkable exodus from poverty in human history. Regrettably, not all have benefitted equally. No more somber example of this continued disparity can be found than in sub-Saharan Africa -- a region plagued by a myriad of security and development challenges, from the spread of infectious disease, to small arms trafficking, to terrorism. This report hones in on the Eastern Africa subregion and proposes a ¿whole of society¿ approach that seeks to better leverage existing resources, identify new streams of assistance, and bridge the divide between security and development. Charts and tables. This is a print on demand report.

New and festering conflicts contribute to the shackles of poverty, as widespread violence across several Eastern African countries hampers prospects for economic growth and diversification. Inter- and intrastate violence are made more lethally efficient by the millions of small arms and light weapons in circulation on the continent. Armed conflicts have forced millions to leave their homes, and without shelter, food, and water for significant periods of time, these people become increasingly vulnerable. Compounding this vicious circle of deprivation, and perhaps in part because of it, is the growing threat from terrorist organizations preying upon not only Western targets in the Eastern Africa region, but also upon innocent local populations. In short, extreme poverty, poor public health opportunities, internal political strife, interstate wars, trafficking in small arms, and terrorism fuel a continuous cycle that prevents large swathes of the continent from participating in much of the positive economic momentum that other parts of the world are either beginning to experience or have been enjoying for decades. Inarguably, to begin ameliorating the gruesome challenges, a wide variety of novel and increased human, technical, and financial capacity-building measures will have to be put into place. The most cursory survey of priority issues facing governments of Eastern Africa presented in this report reveals clear opportunities to better leverage and ultimately help realize security and development objectives in the subregion and around the world. With a deeper understanding of regional priorities and an improved focus on security assistance, we find that mutual benefit can equally accrue to security donors and their recipient partners. The goal of this report was to initiate more innovative thinking regarding how the panoply of relevant constituencies can begin to promote more-sustainable engagement by sketching a concept in which the security and development communities, North and South, donors and recipients, can operationalize joint and sustainable activities on the ground.

This is a print on demand edition of a hard to find publication. Proposes an innovative, ¿whole-of-society¿ approach to bridging the security/develop. divide in the Middle East that would leverage donor invest. in both security assistance and develop. assistance, so as to ensure recipient state buy-in and an enduring return on investment. U.N. Security Council Resolution 1540 is one tool that could be used to this end. Using 1540, governments of the region could, for instance, identify novel streams of assistance to address capacity shortfalls in pursuit of safe nuclear power generation. Such a strategy would accelerate energy-diversification options and respond to the enduring challenge of water scarcity, while solidifying their participation as responsible members of the global non-proliferation community.

Managing a national response to transnational, boundary-crashing events requires leaders to link the strategic tools of defense, diplomacy, and development. Written under the direction of West Point social sciences faculty for its Student Conference on U.S. Affairs (SCUSA), Thinking beyond Boundaries introduces undergraduates to aspects of transnational conflict that extend beyond traditional political and intellectual boundaries, providing context to a variety of contemporary issues including immigration, terrorism, and environmental security. This volume challenges students to behave not as passive observers but as decision makers who engage in policy-level debate and formulate specific policy recommendations. The contributors ask students to consider how the United States promotes or even determines an effective and appropriate policy response to boundary-spanning problems. Since future political and military leaders, as well as policymakers, will face the challenge of collective action within the confines of an uncoordinated international system, the book urges students to consider the role of domestic and foreign factors in their decision-making processes. The book’s three-part organization considers the blurred line between domestic and foreign policy, the cross-border implications of foreign policy, and the challenges and opportunities that extend beyond the boundaries separating the world’s regions. Each chapter includes a list of recommended readings and resources. Touching on civil-military relations and the global challenges involved with hacking, foreign aid, weapons proliferation, international trade, and climate change, Thinking beyond Boundaries draws thoughtful conclusions about the proper role of the United States around the world.
