Black Youth Aspirations

This book is about how to trigger the capacity to aspire among black youth. Examining the transition out of adulthood and imagined futures of black youth, Maja helps us understand how black youth aspirations might be raised, and how a better future for young people can be achieved.

In recent years, the earnings of young blacks have risen substantially relative to those of young whites, but their rates of joblessness have also risen to crisis levels. The papers in this volume, drawing on the results of a groundbreaking survey conducted by the National Bureau of Economic Research, analyze the history, causes, and features of this crisis. The findings they report and conclusions they reach revise accepted explanations of black youth unemployment. The contributors identify primary determinants on both the demand and supply sides of the market and provide new information on important aspects of the problem, such as drug use, crime, economic incentives, and attitudes among the unemployed. Their studies reveal that, contrary to popular assumptions, no single factor is the predominant cause of black youth employment problems. They show, among other significant factors, that where female employment is high, black youth employment is low; that even in areas where there are many jobs, black youths get relatively few of them; that the perceived risks and rewards of crime affect decisions to work or to engage in illegal activity; and that churchgoing and aspirations affect the success of black youths in finding employment. Altogether, these papers illuminate a broad range of economic and social factors which must be understood by policymakers before the black youth employment crisis can be successfully addressed.

How do young black students respond, resist, and work to transform their school experience? How do young people adapt, survive, and then succeed in spite of their negative school experience? For an increasing number of marginalized black youth, the paths to social success can actually lie outside school walls. Black Youth Matters presents a compelling, empirical picture of black youth who creatively respond to permanent school exclusion. Structural approaches to social stratification often set the terms of discussion around isolated narratives of individual "success stories." In this book, the authors intervene with a new point of view by focusing instead on collectives of broader black communities. They both engage with and move beyond structural models of stratification and education, thereby affirming the enduring importance of individual and collective aspiration—an impulse that has not been exhausted for black youth even in the face of systematic, longstanding, and overwhelming inequality. Based on long-term ethnographic research with young people permanently excluded from school, Black Youth Matters examines the resourcefulness of young black people in overcoming the process of school failure to forge more positive futures for themselves. This book should be of interest to sociologists, educators, anthropologists, policy-makers, as well as community activists.

Recruiting an all-volunteer military is a formidable task. To successfully enlist one eligible recruit, the Army must contact approximately 120 young people. The National Research Council explores the various factors that will determine whether the military can realistically expect to recruit an adequate fighting force-one that will meet its upcoming needs. It also assesses the military's expected manpower needs and projects the numbers of youth who are likely to be available over the next 20 years to meet these needs. With clearly written text and useful graphics, Attitudes, Aptitudes, and Aspirations of American Youth offers an overview of important issues for military recruiters, touching on a number of important topics including: sex and race, education and aptitude, physical and moral attributes, and military life and working conditions. In addition, the book looks at how a potential recruit would approach the decision to enlist, considering personal, family, and social values, and the options for other employment or college. Building on the need to increase young Americans' "propensity to enlist," this book offers useful recommendations for increasing educational opportunities while in the service and for developing advertising strategies that include concepts of patriotism and duty to country. Based on research conducted in Black communities, along with over thirty years of teaching experience, Colour Matters presents a collection of essays that engages educators, youth workers, and policymakers to think about the ways in which race shapes the education, aspirations, and achievements of Black Canadians. Informed by the current socio-political Canadian landscape, Colour Matters covers topics relating to the lives of Black youth, with particular, though not exclusive, attention to young Black men in the Greater Toronto Area. The essays reflect the issues and concerns of the past thirty years, and question what has changed and what has remained the same. Each essay is accompanied by an insightful response from a scholar engaging with topics such as immigration, schooling, athletics, mentorship, and police surveillance. With the perspectives of scholars from the United Kingdom, the United States, and Canada, Colour Matters provides provocative narratives of Black experiences that alert us to what more might be said, or said differently, about the social, cultural, educational, political, and occupational worlds of Black youth in Canada. This book probes the ongoing need to understand, in nuanced and complex ways, the marginalization and racialization of Black youth in a time of growing demands for a societal response to anti-Black racism.
