The Blue Flag program is an international eco-certification scheme for beaches, currently considered as the most widely known and prestigious ecolabel for beaches. Awarded beaches fulfill a list of criteria divided into four main categories: 1) environmental education and information 2) water quality 3) environmental management, and 4) safety and services. The Blue Flag program is broadly expanded in the Hellenic region, ranking Greece second worldwide in awarded beaches for 2014. Therefore, the research aim of this study is to examine the organization and legitimacy of the Blue Flag program in Greece and assessing its effectiveness. Consequently, this thesis research is consisting of two major parts. The first part examines the implementation of the program, by exploring the role of various stakeholders and addressing authority and legitimacy issues. The findings of this part demonstrate the key characteristics of the Blue Flag program as a Non-State Market-Driven (NSMD) governance system addressing issues such as the unique role of state as “client” of the NSMD system and authority and legitimacy issues. In the second part, a case study of Attica’s beaches is presented, by comparing awarded and non-awarded beaches. Results show that indeed, awarded beaches stand in better condition than non-awarded, however, by comparing the beaches, critical outcomes about the management of beaches such as the linkage between Blue Flag award and entrance fee for the beach are enlightened.
