The Europaische Akademie zur Erforschung von Folgen wissenschaftlich-techni scher Entwicklungen Bad Neuenahr-Ahrweiler GmbH (european academy) is con cerned with the scientific study of the consequences of scientific and technological advance for the individual and social life and for the natural environment. The main focus is to examine foreseeable mid-and long-term processes that are especially influenced by natural-and engineering sciences and the medical disciplines. The academy fulfills this task by organizing interdisciplinary expert discussions. Another important issue of the work of the Europaische Akademie concerns the methodology of Technology Assessment as a general issue. This is the main reason that the european academy organized during the past two years a project funded by the European Commission on Technology Assessment. Methods and Impact (TAMI). Together with partners from all over Europe a common understanding of what Tech nology Assessment (TA) is supposed to do was developed. Most importantly it was acknowledged that the core of any TA activity has to be a sound scientific under standing of the relevant phenomena. Communication then is of cordial importance to reach the relevant decision makers as well as the general public. It is true that this phase of the TA process has been treated with too little attention for many years. The communication processes between scientific advisers and policy makers have hence to be further scrutinized.

This open access book explores the relevance of the concept of technology assessment (TA) on an international and global level. Technologies play a key role in addressing global challenges such as climate change, population aging, digitization, and health. At the same time, their use increases the need for coordinated action and governance at the global level in the field of science, technology and innovation (STI). Featuring case studies on STI fields such as energy, biotechnology, artificial intelligence, and health technology, as well as TA activities at the national and international levels, this book reflects on the challenges and opportunities of global technology governance. It also provides an in-depth discussion of current governmental STI cultures and systems, societal expectations, and the policy priorities needed to achieve coordinated and effective STI intervention in policymaking and public debate at the global level. The field of public participation is developing fast, with phenomena such as citizen science and crowdsourcing extending the resource base of research, stimulating innovation and making science more accessible to the general population. Promoting public participation means giving more weight to citizens and civil society actors in the definition of research needs and in the implementation of research and innovation. As yet, there is limited understanding of the implications of widespread use of public participation and as a result, there is a risk that it will become a burden for research and an obstacle to bridging the gap between research and society. This volume presents the findings of a three-year international study on innovative public participation. The resulting work studies the characteristics and trends of innovative public participation through a global sample of 38 case studies. It provides theoretical generalisations on the dynamics of public participation, suggestions for an evaluation framework and clear empirical examples of how public participation works in practice. Illustrated by best practice cases, the authors identify characteristics which contribute to successful public participation. The book is aimed primarily at scholars and practitioners of public participation, as well as research managers, policy makers and business actors interested in related issues. Nanotechnology is enabling applications in materials, microelectronics, health, and agriculture, which are projected to create the next big shift in production, comparable to the industrial revolution. Such major shifts always co-evolve with social relationships. This book focuses on how nanotechnologies might affect equity/equality in global society. Nanotechnologies are likely to open gaps by gender, ethnicity, race, and ability status, as well as between developed and developing countries, unless steps are taken now to create a different outcome. Organizations need to change their practices, and cultural ideas must be broadened if currently disadvantaged groups are to have a more equal position in nano-society rather than a more disadvantaged one. Economic structures are likely to shift in the nano-revolution, requiring policymakers and participatory processes to invent new institutions for social welfare, better suited to the new economic order than those of the past.

Bringing together the perspectives of both researchers and practitioners on public opinion processes, these case studies look at public opinion data, communication theory and international examples to see how public opinion is formed. Empirical tests of theories of opinion formation are studied as well as practical experiences used to provide critical insights on communication strategies.
