On the 25th anniversary of the establishment of the Hong Kong Special Administrative Region of the People’s Republic of China, this book presents the first monographic study of the Hong Kong Basic Law as an economic document. The Basic Law codifies what Gonzalo Villalta Puig and Eric C Ip call free market constitutionalism, the logic of Hong Kong’s economic liberty as the freest market economy in the world. This book, which is the outcome of several years of study with the financial support of the General Research Fund of Hong Kong’s Research Grants Council, evaluates the public choice rationale of the Basic Law and its projection on the Hong Kong economy, with a focus on the policy development of economic liberty both internally and externally. In the academic tradition of James M Buchanan’s constitutional political economy, the book opens with a conceptualisation of free market constitutionalism in Hong Kong. It studies the origins of this concept in the 19th-century classically liberal common law and how it developed into a Hayekian laissez-faire convention under British colonial rule, was codified into the Basic Law and is interpreted and applied by the branches of the Government of the Region. The book closes with remarks on the future of Hong Kong’s free market constitutionalism in face of recent challenges as the year 2047 approaches and the 50 years of ‘unchanged’ capitalist system under the Basic Law pass. This book explores various issues and challenges emanating from the COVID-19 pandemic. It examines how governments worldwide have dealt with the pandemic. Post-COVID-19 and its disruptive impact on social and economic life as well as public and political attitudes, the world is not the same. A new normal has dawned in public management and public services, with immense implications. This volume collects the lessons drawn from the pandemic, notably how crisis leadership and public governance were used to combat the crisis, as well as which aspects were helpful in that regard. This book covers a total of 17 countries and regions, namely: Japan, South Korea, Singapore, China (Mainland), Hong Kong, Taiwan, Australia, New Zealand, Italy, The Netherlands, the Nordic Countries (Denmark, Norway, Sweden, Finland and Iceland), the UK and US. Special attention is drawn to China (Mainland) in particular, where the pandemic first broke out. Its subsequent efforts in suppressing the epidemic have been quite stunning. The range enables good international comparisons to be made in crisis leadership, response strategies and effectiveness across continents, systems, and cultures (East Asia, Oceania, Europe and North America). While the pandemic is still ongoing by the time the book is finalized, the experience gained over more than two years has provided good ground for lesson drawing.

Both the Cold War view and the so-called “clashes of civilization” view within the post-Cold War perspective of international relations fail to explain why the entirety of East Asia is experiencing a worsening of intranational and international confrontations in the 21st century, despite the high level of standards of living and the expanding freedom and democracy in the region. Hong Kong and Taiwan refuse to reunite with China despite their cultural and ethnic similarities, while South Korea and Japan are at loggerheads despite their long-term friendship and strategic alliance with the US. While Taiwan and Hong Kong are trying to maintain a distance from China, South Korea wants to become closer to China and North Korea than ever before. All these puzzles are explained by this book, using the fresh concept of “culture wars” that has been developed by minority scholars of international relations. Culture wars denote conflicts between peoples, nations, and states based purely on cultural differences, despite similar levels of economic and civilizational progress. What looms large in the East Asian culture war in the 21st century is the new conflict between Westernized cultural values and local cultures.

This book scrutinizes the role of Hong Kong in the expansive, and contested, vision of China’s Belt and Road Initiative (BRI). In two main parts, it first discusses the defining features of the BRI and the evolving expectations of the role of Hong Kong in the BRI from the perspectives of policy makers and the professional sectors of accountancy-finance and the law. The second part contemplates the potential opportunities for Hong Kong from the perspectives of recipient countries-Sri Lanka, Vietnam, Cambodia and Myanmar. Spirituality has garnered increasing attention in recent years across diverse fields of research and practice, from psychology and healthcare, to anthropology, education, sociology, political sciences, social work, feminist studies, cultural studies, religious studies, theology, philosophy, and so on. However, the term means different things within these different disciplines. Spirituality can be understood to be private and personal, but also public and societal, not only as a force that brings about change but also one that helps maintain the status quo – not only as a core element in religion but also as something disconnected from it.
