Contrary to the widely-held view that the East Asian "developmental state" is neutral in terms of the relationship between capital and labour – a benign co-operation between state officials and businessmen to organise economic development – this book argues that in fact the developmental state exists to promote the interests of capital over the interests of labour. Dae-oup Chang asserts that there has been a deliberate mystification concerning the reality of this process. This book presents a radical, Marxist critique of state development theory. It both explains the exploitative functions of the state, looking at the emergence of the particular form of capitalist state in the context of the formation and reproduction of capital relations in Korea; and also traces the origin and development of the process of mystification whereby the capitalist state has been characterised as the autonomous developmental state. In addition, the book provides a comprehensive analysis of labour relations in Korea both before and after the 1998 financial crisis, demonstrating continuing capital relations, state transition and class struggle.

This volume brings together work by international scholars to provide a unique analysis of the past, present and possible future trajectory of Korea's political economy from a distinctly Marxist perspective. The volume differentiates the Marxian approach to the political economy of Korean development from the Keynesian, social democratic approach that currently dominates the critical literature. In doing so the volume provides a unique view of the development of the South Korean Economy.

The startling revolutions of recent years have had as great an impact on Northeast Asia as on Eastern Europe. Gorbachev's cautious withdrawal of support for North Korea and his establishment of ties with South Korea have created a need for a new research agenda exploring how communism and capitalism in Asia can be successfully restructured or redirected in a new world order. Focused on systemic issues, this book is the first study to attempt a comprehensive analysis of social and economic development in modem Korea as a whole. As a homogeneous nation artificially divided by the competing ideologies of the Cold War, Korea provides a unique laboratory for comparing divergent development processes undertaken by conflicting social systems. Current theories of Third World development have advocated either capitalist models of modernization or have called for the establishment of self-reliant socialist economies cut off from the world capitalist system. While capitalist South Korea has consistently outperformed Communist North Korea since the mid-1970s, development has not yet brought a fully evolved West-em-style democracy in its wake. "Self-reliant" North Korea achieved successful growth during its first fifteen years, but has since been faced with numerous structural limitations on sustained development, including severe restrictions on political freedom and civil liberties. In the author's view, the experience of the two Koreas suggests that the solution to underdevelopment must be based on the realization that exclusionary theories need modification in the light of special historical and sociological circumstances peculiar to individual nations. This volume offers a valuable interpretation of modem Korean history and constitutes an important contribution to the comparative study of capitalism and communism in practice. It will be of particular interest to specialists in international relations and comparative political systems.

According to conventional interpretations, the Japanese annexation of Korea in 1910 destroyed a budding native capitalist economy on the peninsula and blocked the development of a Korean capitalist class until 1945. In this expansive and provocative study, now available in paperback, Carter J. Eckert challenges the standard view and argues that Japanese imperialism, while politically oppressive, was also the catalyst and cradle of modern Korean industrial development. Ancient ties to China were replaced by new ones to Japan - ties that have continued to shape the South Korean political economy down to the present day. Eckert explores a wide range of themes, including the roots of capitalist development in Korea, the origins of the modern business elite, the nature of Japanese colonial policy and the Japanese colonial state, the relationship between the colonial government and the Korean economic elite, and the nature of Korean collaboration. He conveys a clear sense of the human complexity, archival richness, and intellectual challenge of the historical period. His documentation is thorough; his arguments are compelling and often strikingly innovative.

South Korea's path toward a higher quality of life has been a dynamic process, Suh shows, shaped by historical contingencies, some immutable logic of capitalist development, and a dialectical relationship between the state and Korean civil society. Debunking the illusion of democracy and myths of self-regulating capitalism in South Korea, Suh shows that a growth machine is not a panacea for the development of human beings and their quality of life. If instead the raison d'etre of quality of life depended upon a robust civil society operating under fair rules of the game by the state, the developmental road would be more promising. Suh seeks to test the hypothesis that the rising tide of economic growth will raise all boats in the Korean sea, remapping its structural pressure points which have been submerged at high tide. Given the high levels of economic growth generated by state intervention, any demand of distributive justice necessitates egailitarian reforms. As Suh shows, the present South Korean situation goes straight to the heart of theoretical questions about the enduring structures of capitalism, and its promise to improve average living standards and to link the redistribution of economic rewards to enhanced economic performance of the system as a whole. South Korea's path to quality of life has been a dynamic process, Suh shows, determined by historical contingencies, with some immutable logic of capitalist development, and a dialectical relationship between the state and Korean civil society. A study of particular interest to scholars, researchers, and policy makers concerned with political economy and social-economic development and East Asian Studies.
