Carec Digital Strategy 2030

Digital transformation can positively impact economic growth, jobs creation, and social inclusion. As the Central Asia Regional Economic Cooperation (CAREC) region deals with the challenges posed by the coronavirus disease (COVID-19) pandemic, investing in national broadband infrastructure is more crucial than ever to enable connectivity and improve service delivery. Digitalization will allow CAREC member countries to develop robust solutions for areas including agriculture and water, e-commerce and trade, education and skills, energy, finance, health, transportation, and tourism. The CAREC Digital Strategy 2030 is intended as a catalyst for regional cooperation, promoting policy design, capacity building,and dialogue to address economic and social challenges in the region with the help of digital technologies.

The CAREC Health Strategy 2030 aims to enhance health security through regional cooperation, benefiting the Central Asia Regional Economic Cooperation (CAREC) region’s population (including migrants and vulnerable population groups), health system managers and workers, and active development partners; and CAREC countries’ ministries of health. The strategy has four main pillars: (i) leadership and human resource capacity, (ii) technical preparedness, (iii) surge demands and access to supplies, and (iv) vulnerable population groups and border health. It is intended as a tool to guide CAREC health cooperation, dialogue and knowledge exchange, programming and mobilize new project financing.

The report's overarching conclusion is that CAREC has a unique and urgent opportunity to chart a course of proactive, systematic, and strategic engagement in supporting its member countries in reinforcing, modifying, and implementing existing national strategies on climate change mitigation and adaptation, and in developing a range of regional actions in response to the regional nature of many climate change impacts and solutions.

The Central Asia Regional Economic Cooperation (CAREC) Transport Strategy 2030 builds on progress made and lessons learned from the CAREC Transport and Trade Facilitation Strategy 2020. It separates trade facilitation from transport and links to the overall CAREC 2030 program in the areas of enhanced connectivity and sustainability. This strategy underscores increasing sustainability and network quality alongside continued construction and rehabilitation of transport corridors, and places more emphasis on multimodal connectivity, road asset management, road safety, and performance-based maintenance goals. The CAREC Transport Strategy 2030 will be implemented in conjunction with the CAREC Integrated Trade Agenda 2030.

This report analyzes ways that the tourism sector in Asia and the Pacific can leverage regional digital cooperation to ensure long-term resilience, sustainability, and inclusivity. Explaining how countries are looking to “build forward better” to insulate tourism from future shocks, the report studies how digital technology can be used to help change behaviors and stimulate investment. It sets out policy recommendations, considers countries’ capacity and readiness, and shows how utilizing artificial intelligence and other technologies can help spur smart tourism and support economic growth.

This report shows how smart trade and investment policies, and regulatory cooperation in the Asia and Pacific region can help economies tackle climate change, recover from the pandemic, and support resilient and sustainable development. Analyzing topics including global value chains, investment, the movement of people, and regional cooperation initiatives, it outlines the economic and environmental challenges the region currently faces. It explores how trade and investment policies can support climate action and highlights why a joined-up approach is essential to help deepen the digital economy, strengthen supply chains and foster greener businesses, markets, and trade.

Digital trade promotion has been a long-standing priority for CAREC member countries, as part of their integration into global value chains and economic diversification. This study examines the legal environment on electronic transactions as well as the opportunities and challenges in expanding electronic commerce in the CAREC region. It makes a case for modernization and harmonization of laws of CAREC countries leveraging on international instruments and best practices for electronic commerce transactions. Adequate legislation to protect personal privacy and consumers’ rights and combat cybercrime is also crucial. Finally, institutions must be built with trust, within and among countries and through regional cooperation.

Central Asia Regional Economic Cooperation (CAREC) countries face several common challenges in improving the quality of lives of women, and the coronavirus disease pandemic has exacerbated existing inequalities. The CAREC Gender Strategy 2030 complements national plans for gender mainstreaming. It provides a regional approach for pursuing gender equality, women’s empowerment, harnessed potential, and strengthened capacity for equal access of women and men to economic opportunities from CAREC investments. Under the overall CAREC 2030 strategy and aligned sector strategies, the gender strategy provides strategic directions and key entry points that will serve as a roadmap to mainstream gender in the CAREC operational clusters.
