Romania hosts the 2012 Bologna / European Higher Education Area Ministerial Conference and the Third Bologna Policy Forum. In preparation for these meetings, The Executive Agency for Higher Education, Research, Development and Innovation Funding (UEFISCDI) organised the Future of Higher Education - Bologna Process Researchers’ Conference (FOHE-BPRC) in Bucharest on 17-19 October 2011, with the support of the European University Association (EUA) and the Romanian National Committee for UNESCO. The conference brought the voices of researchers into international-level policy making in higher education. The results of the conference are presented in this book. Until now, empirical evidence supporting policies and reforms in higher education has often been a matter of local or regional focus. The development of a pan-European process in higher education policy drives a need to explore wider research topics on which to base policies. This book offers an unprecedented opportunity for higher education researchers to interact and contribute to the political process shaping the European Higher Education Area (EHEA), and to national policy agendas in more than 100 participant countries for the 2012 ministerial events. The book collects more than 50 articles focusing on vital issues in European higher education. This interdisciplinary book consists of three parts which examine the European Union policies on research and innovation, education and life-long learning, as well as the European Union Pillar on social rights and youth policies. In the first part, high-level experts analyze the European Research Area and its current enhancement, with emphasis on mobility and employability of researchers, especially in times of crises.In the second part, the governance architecture of the European Education Area(s) is explored and the new objectives of the Bologna Process, as well as the EU institutional framework of the recognition of skills and qualifications, are analyzed. Life-long learning is also important for the individual development of human capital especially for socially vulnerable people who could also benefit from literacy policies and skills development. The second part concludes with the evaluation of the EU education and training policy based on social indicators in the framework of the EU 2020 Strategy.In the third part, the book turns to Social Europe and the balancing between ordo-liberalism and ordo-socialism. It examines the EU Pillar of Social Rights and its impact on youth policies. It analyzes the EU youth policies e.g. on youth credit and their interaction with young people’s employment and education possibilities, with emphasis on the young people "not in education, employment or training" (NEETs).

The range, speed and scale of Europeanizing effects in education, and their complexity, has produced a relatively new field of study. Using scholarship and research drawn from sociology, politics and education, this book examines the rise of international and transnational policy and the flow of data and people around Europe to study Europeanizing processes and situations in education. Each chapter creates a space for policy research on European education, involving a range of disciplines to develop empirical studies about European institutions, networks and processes; the interplay between policy-makers, stakeholders, experts, and researchers; and the space between the European and the national. The volume investigates the construction of European education, exploring the consideration of the role of think tanks and consultancies, international organizations, researcher mobilities, standards, indicators of higher education, and cultural metaphor. This book provides 16 case histories from universities which have been successful in facing up to the challenges of the 21st Century. The initiatives described here vary enormously as do the institutions and countries from where they come, and this gives the reader an idea of the wide range of issues which require addressing. The book has contributions from Brazil, Bulgaria, Canada, Finland, Netherlands, Norway, Sweden, Switzerland, the UK and the USA.

Researchers and effective research systems are at the core of a knowledge-based economy. Both serve to push forward the frontiers of science and contribute to the use of knowledge to achieve economic and societal aims - helping not only to secure growth and jobs, but also to progress the digital and green transformation. The unified European Research Area contributes significantly to the free circulation of knowledge and researchers, increasing research productivity and the attractiveness of research overall. Since the launch of the ERA in 2000, the policy focus has more recently shifted to deepening the European Research Area (ERA), as outlined in the Communication on the new ERA1. This will further enhance the open labour market for researchers, based on transparent and competitive recruitment and facilitating mobility between countries, fields and sectors, with a view to enhancing brain circulation and access to excellence. The MORE4 study updates and expands on previous editions to meet the need for indicators over time and to assess the impact on researchers of policy measures aimed at increasing the attractiveness of research careers in Europe. The first part of this executive summary presents the main conclusions of the study and its implications for policy making, giving special attention to its implications for the attractiveness and development of the ERA. Many of these conclusions reflect the general findings of consecutive editions of the MORE studies. The second part provides an overview of the main findings of the MORE4 study.
