Case Studies in Disaster Recovery, the initial release in the Disaster and Emergency Management: Case Studies in Adaptation and Innovation series, explores recovery from a number of perspectives: household, community and nation. Chapters cover the concept of social vulnerability to explain/predict recovery outcomes, consider broader themes of sustainability, assess community vulnerability and capacity, and explore the challenges associated with long-term recovery and disaster case management. There is little in-depth understanding of the processes at play after a major disaster and there is no comprehensive text that compares so many different places that have experienced a major disaster to see what they have in common and to document their successes and failures. Time is compressed after a disaster. There is an urgency to bring relief and to ‘get back to normal’ – to rebuild livelihoods, clear up the debris, repair the damage and, amongst the more far-sighted, to ‘build back better’. This means that decision making happens faster than normal. Gifted people come together for a limited time, usually less than two years, and are given extraordinary powers to get things done. This book describes the work of these people and what happened in ten different disasters. The author visited all of these places and interviewed the main actors – politicians and local governors, engineers and scientists, people at the national, regional and local level, planners, business people and local residents. From these case studies he draws lessons and describes tools to improve decision making, including how to provide the necessary information in a timely and cost effective way.

This book presents an original interdisciplinary approach to the study of the so-called ‘recovery phase’ in disaster management, centred on the notion of repairing. The volume advances thinking on disaster recovery that goes beyond institutional and managerial challenges, descriptions and analyses. It encourages socially, politically and ethically engaged questioning of what it means to recover after disaster. At the centre of this analysis, contributions examine the diversity of processes of repairing through which recovery can take place, and the varied meanings actors attribute to repair at different times and scales of such processes. It also analyses the multiple arenas (juridical, expert, political) in which actors struggle to make sense of the "what-ness" of a disaster and the paths for recovery. These struggles are interlinked with interest-based and power-based struggles which maintain structural inequality and exploitation, existing social hierarchies and established forms of marginality. The work uses case studies from all over the world, cutting-edge theoretical discussions and original empirical research to put critical and interpretative approaches in social sciences into dialogue, opening the venue for innovative approaches in the study of environmental disasters. This book will be of much interest to students of disaster management, sociology, anthropology, law and philosophy.
