China Europe And International Security

This book examines the roles played by China and Europe in the domain of international security in the 21st century. Bringing together Chinese and European expertise on the Sino-European Security relationship , this book positions Europe - both the EU and the major national actors - and China in a global security context. It offers not merely an elaboration of the theme of bilateral security relations, but also introduces a wider view on Europe and China as global security actors. The chapters cover four main themes: the perceptions of and actual relations between Europe and China as security actors; relations of China and Europe with third parties such as the US, Russia, and Iran; Europe and China as actors in multilateral security approaches; Europe and China as (potential) security actors in each other’s technological domain or region. This book examines the power transition between the US and China, and the implications for Europe and Asia in a new era of uncertainty. The volume addresses the impact that the rise of China has on the United States, Europe, transatlantic relations, and East Asia. Awakening to China's Rise provides the most comprehensive analysis to date of how Europe's major powers have responded to the re-emergence of China as a great power in world politics since the end of the Cold War. To do so, it puts forward a unique cross-regional comparison of how the major European powers (France, Germany and the United Kingdom) have confronted Chinese assertiveness both in the Asia-Pacific and in Europe. Firstly, it analyses their response to China's increasingly muscular regional posture in the Asia-Pacific through the development of diplomatic and security initiatives with partners in the region. Secondly, it delineates how they have confronted China's inroads into Europe, looking at the measures that they have taken to tackle Chinese investments in, and supply of, technologies in strategic sectors such as critical national infrastructures, dual-use technologies, and in the digital domain, including Huawei's 5G networks. A longstanding assumption in the IR literature has been that European foreign policies toward the People's Republic of China have been driven by a 'naïve' and self-interested focus on the economic opportunities presented by such a vast market, overlooking security considerations. This book challenges such common belief through a detailed examination of the policies of France, Germany and the United Kingdom from 1989 to the present. Its central argument is that, whereas this assessment aptly characterized the first two post-Cold War decades, Beijing's growing assertiveness after 2009 caused the three major European powers to awaken to China's rise. In the 2010s, heightened threat perceptions of China, coupled with increasingly competitive bilateral economic relations with the PRC, have gradually and cumulatively caused the hardening of their policy goals which, in turn, translated into the formulation of new policy instruments to confront such a challenge. To substantiate this argument, the book relies on a large body of previously undisclosed primary sources, including: 223 interviews conducted with senior officials in Europe (Berlin, Brussels, London, Paris), in the United States (Washington DC), and in Asia (Beijing, Shanghai, New Delhi, Seoul); declassified archival documents from France, the UK and Germany; leaked US diplomatic cables; and new data on European naval deployments.

This volume brings together a group of leading international scholars to discuss how US-China-EU relations will shape the future of international politics. Arguing that these three powers will play a key role in establishing and managing a new world order, the contributors examine how a future global order is developed by the interaction of these leading actors in the international system. The authors also address how the US, China and the EU promote cooperation and manage conflict of interests on a wide spectrum of issues including new security challenges. Over the past decade, the EU and China have expanded their relations beyond a focus on economic and trade issues to the sphere of security. Taking a broad definition of security, a multidisciplinary approach, and a comparative perspective (including scholars from both Europe and China), this book provides an in-depth analysis of the extent to which the EU and China not only express similar threat concerns, or make declarations about joint responses, but also adopt concrete measures in the pursuance of security cooperation.
