Taking a long view of the three-party relationship, and its future prospects In this Asian century, scholars, officials and journalists are increasingly focused on the fate of the rivalry between China and India. They see the U.S. relationships with the two Asian giants as now intertwined, after having followed separate paths during the Cold War. In Fateful Triangle, Tanvi Madan argues that China's influence on the U.S.-India relationship is neither a recent nor a momentary phenomenon. Drawing on documents from India and the United States, she shows that American and Indian perceptions of and policy toward China significantly shaped U.S.-India relations in three crucial decades, from 1949 to 1979. Fateful Triangle updates our understanding of the diplomatic history of U.S.-India relations, highlighting China's central role in it, reassesses the origins and practice of Indian foreign policy and nonalignment, and provides historical context for the interactions between the three countries. Madan's assessment of this formative period in the triangular relationship is of more than historic interest. A key question today is whether the United States and India can, or should develop ever-closer ties as a way of countering China's desire to be the dominant power in the broader Asian region. Fateful Triangle argues that history shows such a partnership is neither inevitable nor impossible. A desire to offset China brought the two countries closer together in the past, and could do so again. A look to history, however, also shows that shared perceptions of an external threat from China are necessary, but insufficient, to bring India and the United States into a close and sustained alignment: that requires agreement on the nature and urgency of the threat, as well as how to approach the threat strategically, economically, and ideologically. Global energy needs are rising inexorably despite soaring prices while petroleum production is struggling to keep pace, as many existing oilfields go into decline and new reserves become rarer and increasingly difficult to exploit. In this tightening supply situation, the world is witnessing a triangular race between United States, China and India to secure their future energy supplies. The United States, already the world’s largest energy consumer and oil importer may be overtaken by China in the coming decades as the latter aggressively seeks new supplies to fuel its phenomenal growth. India, with its burgeoning population is also poised for dramatic economic development and remains heavily dependent on energy imports to bridge the widening gap between modest domestic production and surging demand. Even as the global economic gravity shifts towards Asia, much of the continent’s oil imports will continue to be sourced from the Arabian Gulf, binding major Asian powers ever closer to the region. What are the international implications of this triangular race for energy supplies? Will it lead to strategic cooperation, competition or even conflict between the three countries? How will oil geopolitics and energy security considerations shape the foreign policies of China and India and the United States? How can the Gulf countries meet and capitalize on the energy needs of these three global players? What strategic partnerships will emerge as the Gulf countries perform a delicate balancing act in this critical supply scenario? These and related issues were discussed by energy experts who assembled at the ECSSR Twelfth Annual Energy Conference on China, India and the United States: Competition for Energy Resources held from November 19–21, 2006 in Abu Dhabi. For the last decade, China and India have grown at an amazing rate—particularly considering the greatest downturn in the U.S. and Europe since the Great Depression. As a result, both countries are forecast to have larger economies than the U.S. or EU in the years ahead. Still, in the last year, signs of a slowdown have hit these two giants. Which way will these giants go? And how will that affect the global economy? Any Western corporation, investor, or entrepreneur serious about competing internationally must understand what makes them tick. Unfortunately, many in the West still look at the two Asian giants as monoliths, closely controlled mainly by their national governments. As the aspirations of the two rising Asian powers collide, the China-India rivalry is likely to shape twenty-first-century international politics in the region and far beyond. This volume by T.V. Paul and an international group of leading scholars examines whether the rivalry between the two countries that began in the 1950s will intensify or dissipate in the twenty-first century. The China-India relationship is important to analyze because past experience has shown that when two rising great powers share a border, the relationship is volatile and potentially dangerous. India and China’s relationship faces a number of challenges, including multiple border disputes that periodically flare up, division over the status of Tibet and the Dalai Lama, the strategic challenge to India posed by China's close relationship with Pakistan, the Chinese navy's greater presence in the Indian Ocean, and the two states’ competition for natural resources. In recent years has become increasingly clear that both China and India are competing with the US for technological supremacy as well as market share. Preeg, whose credits include senior positions in finance and development in the US government as well as academic posts, gives policy makers in the private and public sectors fair warning as he analyzes the rise of science and technology in China and India, their development in trade and export competitiveness, the rise of Indian and Chinese multinational companies and their technological innovations, and the geopolitical and geostrategic dimensions of their move into technology. He also describes the response of the US, including recent international financial, trade and investment policy, domestic economic policy responses to international competition, and the future of the role of America as leader in what has become a triangular form of leadership.

While the strategic dynamics in the IOR are complex and involve many powers there is little doubt that the “strategic triangle” involving the US, China and India is one of the key traditional security issues facing the IOR. Given Sri Lanka’s geopolitically significant location in the IOR this strategic triangle is bound to have an impact on its national interests and security. The central questions raised by this volume are the following: What are the prospects of competition and cooperation within the strategic triangle? What structure or pattern will the triangular relations assume? How can stability be maintained in the triangular relationship in the interest of peace in the IOR? and What would be the impact of this strategic triangle on a small country such as Sri Lanka situated in a geopolitically significant location in the IOR? The dynamics of the US-China-India strategic triangle in the IOR will be complicated, containing elements of both competition and cooperation. The research contained in the substantive chapters of this volume present a multiplicity of views on the possible patterns that the strategic triangle can assume. Based on Harry Harding’s typology of the strategic triangle in international affairs, these include: one mediating the conflict between the other two; two-against-one; and all-working-together. The multiplicity of patterns that the strategic triangle could assume indicate that there is likely to be considerable fluctuation in its structure. What is important in maintaining stability is that the competition is not allowed to become unmanageable, and the fostering of cooperation based on common interests. The US-China-India strategic triangle poses Sri Lanka as a country situated in a geopolitically significant location in the IOR with both challenges and opportunities. The most fundamental challenge is posed by the tendency of each of these three major powers to subordinate Sri Lanka to their grand strategic objectives and interaction with each other. The fundamental opportunity presented to Sri Lanka by the strategic triangle is that of using its geopolitical importance to each of these three major powers by virtue of its location in the IOR to its own advantage in a way that best serves its national interests.
