One of the most striking phenomena of China’s remarkable economic growth is that its huge volume of exports are becoming high-tech. China is now the world's largest Information and Communication Technology (ICT) exporter, having overtaken Japan and the European Union in 2003 and the United States in 2004. China's ICT industry is also the largest manufacturing sector within the Chinese economy. This book examines how China has attained this leading position and presents one of the first accounts of China’s ICT development model with specific reference to the experiences of East Asian 'tigers'. It shows how the development of the industry was military-driven before 1978, and how subsequently Chinese policymakers, struggling with domestic market reform and challenged by trade liberalisation and globalisation, managed to push through ICT development strategies. Overall, it discusses the debates between policymakers as to the most appropriate economic development strategy for 'catching-up' and demonstrates how China moved away from the across-the-board protectionist and interventionist industrial policies pursued by many developing countries, but has not wholeheartedly followed the neo-liberal free trade and market polices favoured by the World Bank, WTO and IMF. By doing so, it sheds light on the limitations of China’s strategies moving forward, and identifies policy lessons for other developing countries.

Since 1997, China has devoted considerable resources to information and communications technology (ICT) development. China has the world's largest telecommunications market, and its information technology industry has been an engine of economic growth growing two to three times faster than GDP over the past 10 years. E-government initiatives have achieved significant results, and the private sector has increasingly used ICT for production and service processes, internal management, and online transactions. The approaching 10-year mark provides an excellent opportunity to update the policy to reflect the evolving needs of China's economy. These needs include the challenges posed by industrialization, urbanization, upgraded consumption, and social mobility. Developing a more effective ICT strategy will help China to achieve its economic and social goals. Addressing all the critical factors is complex and requires long-term commitment. This book highlights several key issues that need to be addressed decisively in the second half of this decade, through policies entailing institutional reform, to trigger broader changes. This books is the result of 10 months of strategic research by a World Bank team at the request of China's State Council Informatization Office and the Advisory Committee for State Informatization. The rapid pace of economic growth in China has been unprecedented since the start of economic reforms in late 1970s. It has delivered higher incomes and made the largest single contribution to global poverty reduction. Measured by international poverty lines, from 1978-2004, the absolute poor population in rural areas has dropped from 250 million to 26.1 million. Such gains are impressive and have been driven largely by a set of market-oriented institutional reforms, strong investment, and effective adoption and application of various knowledge and technologies, especially foreign ones through trade and foreign direct investment. While enjoying tremendous success, China also faces many challenges that need to be addressed to sustain its long-term development. These include weak institutions, low overall educational attainment, weak indigenous innovation capacity, poor links between research and development and industries, and so on. This paper provides an analysis of some strengths, weaknesses, opportunities, and challenges to China's knowledge economy in the areas of economic incentives and institutional regime, human capital, innovation system, and information infrastructure.
