China S Role In Global Governance

This book presents a post-COVID glimpse at how top Chinese policymakers and intellectuals understand China's future in global international relations, reviewing the global economy, China’s economy, society and diplomacy, and the international situation. Ten researchers review China’s diplomacy and give their outlooks in the book. Topics discussed include: the new round of technological revolution and Industrial Revolution, the role of WTO in developing countries, the ups and downs of the Sino-US and Sino-American rivalry, the functioning of the UN General Assembly from a Chinese perspective, China’s role in restoring the world after COVID-19 pandemic, and the Beijing-led Belt and Road Initiative. This book proposes a new concept of “International Leadership with Chinese Characteristics” (ILCC) to interpret China’s role in global governance. The author illustrates how the concept of ILCC is built on the basis of the discussion of Chinese political culture and Chinese worldview of international relations and develops a four-step interpretive process as a guidance for conducting the empirical analysis of the ILCC. The book also shows how Chinese elites conceptually construct and practically implement the ILCC in four case studies – G20, BRICS, Shanghai Cooperation Organization (SCO), and Belt and Road Initiative (BRI)

This volume offers systematic analysis of China’s growing engagement in global governance institutions over the past three decades. During this period, China has gone from outsider to observer to insider. The volume is based on studies of Chinese involvement in a wide cross section of regimes, including trade, finance, intellectual property rights, foreign aid, and climate change. The contributions show that China’s participation in global governance reflects the mutually interactive processes of China’s own socialization into the global community and the simultaneous adaptation of global institutions and actors to China’s growing activism. Both China and the international system are internally complex. Hence, Chinese engagement varies across economic regimes, yielding different results in terms of Chinese compliance, its influence on regimes, and the extent of cooperation and conflict in addressing challenges in international society. The chapters reveal that China is neither purely a savior nor scofflaw of the global economic system, and while China is a defender of the status quo in some areas, it is a reformer in others, and occasionally a revisionist in still other spheres. A detailed analysis of many areas of global governance, this volume will be essential reading for students and scholars of international relations, Chinese studies and global governance.

This book focuses on China’s increasing involvement in global governance as a result of the phenomenal rise of its economy and global power. It examines whether and in what ways China is capable of participating in multilateral interactions; if it is willing and able to provide global public goods to address a wide array of global problems; and what impact this would have on both global governance and order. The global implications of China's rise as a global actor In 2005, a senior official in the George W. Bush administration expressed the hope that China would emerge as a “responsible stakeholder” on the world stage. A dozen years later, the Trump administration dramatically shifted course, instead calling China a “strategic competitor” whose actions routinely threaten U.S. interests. Both assessments reflected an underlying truth: China is no longer just a “rising” power. It has emerged as a truly global actor, both economically and militarily. Every day its actions affect nearly every region and every major issue, from climate change to trade, from conflict in troubled lands to competition over rules that will govern the uses of emerging technologies. To better address the implications of China's new status, both for American policy and for the broader international order, Brookings scholars conducted research over the past two years, culminating in a project: Global China: Assessing China's Growing Role in the World. The project is intended to furnish policy makers and the public with hard facts and deep insights for understanding China's regional and global ambitions. The initiative draws not only on Brookings's deep bench of China and East Asia experts, but also on the tremendous breadth of the institution's security, strategy, regional studies, technological, and economic development experts. Areas of focus include the evolution of China's domestic institutions; great power relations; the emergence of critical technologies; Asian security; China's influence in key regions beyond Asia; and China's impact on global governance and norms. Global China: Assessing China's Growing Role in the World provides the most current, broad-scope, and fact-based assessment of the implications of China's rise for the United States and the rest of the world.

The acceleration of globalization and the rise of China are among the most important events in the 21st century. Globalization is a double-edged sword for human society. There is a strong belief among the international community that global governance is the most effective solution to most of our global problems. In this volume Chinese scholars contribute to the study of global governance by exploring ways to effectively face the tough challenges brought by globalization, such as economic prosperity, environmental issues, and global security.

China's historic accession to the World Trade Organization (WTO) in November 2001 not only represents an important milestone in the country’s transition to a market economy and integration into the global economy, but is also among the most important events in the history of the WTO and the multilateral trading system. China and Global Trade Governance: China's First Decade in the World Trade Organization provides us with some fresh empirical data to assess the country’s behaviour in the liberal international economic regime. Such an assessment is both timely and necessary as it can help us better understand China’s role in the evolving structure of global economic governance, in addition to shedding light on the broader debate about the implications of the rise of China for the international system. Through a thorough examination of China’s WTO compliance record and its experience in multilateral trade negotiations, this book seeks to better understand the sources of constraints on China’s behaviour in the multilateral trade institution as well as the country’s influence on the efficacy of the World Trade Organization. In doing so, this project speaks directly to the following questions raised by China’s unprecedented ascent in the international system: Is China a rule maker, rule follower, or rule breaker in international regimes? Is Beijing a responsible stakeholder capable of making positive contributions to global trade governance in the long-term?
