Clean Fuels For Asia

Unsustainable budgetary cost of selling oil, gas, and coal at low prices has propelled energy subsidy reform in developing Asian economies. This report measures the size of associated subsidies on these fossil fuels including direct transfers, tax exemptions, subsidized credit, and losses of state enterprises in India, Indonesia, and Thailand. An analysis of complex interactions between economic, social, energy, and environmental issues shows that the initial rise in energy prices due to a reduction or removal of the subsidies will nudge households and businesses to shift to alternative fuels, make investment in clean energy attractive, increase energy supply, reduce energy shortages, and cut greenhouse gas emissions. Using the money freed up from subsidies to compensate poor households and to increase government budgets will offset the negative effects of the initial price rise, promote sustainable energy use, and help allay the fears of reform.

Urban air pollution is a matter of concern in many of the newly independent sates of Central Asia and the Caucasus. The poor quality of the fuel used by the largely poorly maintained vehicle stock just worsens emissions problems. It is estimated that nearly 40,000 people die prematurely and about 100,000 people fall ill every year in the big cities of the region as a result of exposure to excessive air pollution. The projections for the next 10 to 15 years are for higher vehicle numbers and increased vehicle use leading to a steady rise of damaging pollutants if current policies regarding fuel specifications and vehicle standards are not addressed quickly. This report gives the World Bank's assessment of the problem faced by the countries in the region. It puts forward a framework for short- and medium-term measures for improving fuel quality and vehicle emission s performance.

This publication is the theme study for the 73rd session of Commission to be held in May 2017. The main purpose of the publication is to call on policymakers in Asia and the Pacific for urgent actions to transition national energy sectors to achieve the Sustainable Development Goals (SDG), particularly Goal 7. The energy sector transition is the only way to address the sizeable energy deficit which impede progress in energy access in a number of member countries. It will also address gaps between current commitments under the 2030 Agenda for Sustainable Development and the Paris Agreement on climate change and lack of coherent energy strategic and policy frameworks and actions held back progress of SDG7.

This book covers critical debates on policies, markets and emerging issues that shape renewable energy transition in the Asian region, which is fast becoming an epicenter of the global energy consumption. The chapters focus on domestic policies, geopolitics, technology landscape and governance structure pertaining to the development of renewable energy in different Asian countries ranging from China to the Middle East. The book presents an insightful view of the pace and magnitude of the energy transition. It presents critical steps countries are taking to promote affordable and clean energy (SDG 7) as well as strengthening climate mitigation actions (SDG 13). In addition, this book introduces the concept of co-innovation---a collaborative and iterative approach to jointly innovate, manufacture and scale up low-carbon technologies---and its role in promoting energy transition in Asia.
