Communications Technology And Social Policy

What roles can and should governments play in communication policymaking? How are communication policies related to welfare politics? With the rapid globalization of commerce and culture and the increasing recognition of information as an economic resource, the grounds for defending the welfare state have shifted. Communication policy is now more widely understood as social policy. Communication, Citizenship, and Social Policy examines issues of communication technology, neoliberal economic policies, public service media, media access, social movements and political communication, the geography of communication, and global media development and policy, among others, and shows how progressive policymakers must use these bases to confront more directly the debates on contemporary welfare theory and politics.

Much of the discussion about new technologies and social equality has focused on the oversimplified notion of a "digital divide." Technology and Social Inclusion moves beyond the limited view of haves and have-nots to analyze the different forms of access to information and communication technologies. Drawing on theory from political science, economics, sociology, psychology, communications, education, and linguistics, the book examines the ways in which differing access to technology contributes to social and economic stratification or inclusion. The book takes a global perspective, presenting case studies from developed and developing countries, including Brazil, China, Egypt, India, and the United States. A central premise is that, in today's society, the ability to access, adapt, and create knowledge using information and communication technologies is critical to social inclusion. This focus on social inclusion shifts the discussion of the "digital divide" from gaps to be overcome by providing equipment to social development challenges to be addressed through the effective integration of technology into communities, institutions, and societies. What is most important is not so much the physical availability of computers and the Internet but rather people's ability to make use of those technologies to engage in meaningful social practices.

In recent years, China has experienced a revolution in information and communications technology (ICT), in 2003 surpassing the USA as the world’s largest telephone market, and as of February 2008, the number of Chinese Internet users has become the largest in the world. At the same time, China has overtaken the USA as the world’s biggest supplier of information technology goods. However, this transformation has occurred against the backdrop of a resolutely authoritarian political system and strict censorship by the Party-state. This book examines China’s ICT revolution, exploring the social, cultural and political implications of China’s transition to a more information-rich and communication-intensive society. Despite global economic disparities, recent years have seen rapid technological changes in developing countries, as it is now common to see people across all levels of society with smartphones in their hands and computers in their homes. However, does access to Information Communication Technologies (ICTs) actually improve the day-to-day lives of low-income citizens? This book argues that access to the internet can help alleviate poverty, improve development outcomes, and is now vital for realizing many human rights. This book posits that good governance is essential to the realization of inclusive pro-poor development goals, and puts forward policy recommendations that aim to mitigate the complex digital divide by employing governance as the primary actor. In making his argument, the author provides a quantitative analysis of developing countries, conjoined with a targeted in-depth study of Mexico. This mixed method approach provides an intriguing case for how improvements in the quality of governance impacts both ICT penetration, and poverty alleviation. Overall, the book challenges the neoliberal deterministic perspective that the open market will "solve" technology diffusion, and argues instead that good governance is the lynchpin that creates conducive conditions for ICTs to make an impact on poverty alleviation. In fact, the digital divide should not be considered binary, rather it is a multifaceted problem where income, education, and language all need to be considered to address it effectively. No area of technology has developed faster or affected contemporary society more pervasively than electronic communications. Networked computers linked through the internet have enabled finance, commerce and manufacturing to function in a "virtual" environment, unconstrained by time and space. Boundaries have also been removed in voice, image, and data transmission, once normally provided through discrete media. Although the effects of these developments are large, their significance is far from clear.
