It focuses on the ambivalent and problematic relationship between the state, globalisation and human rights education discourses. Using a number of diverse paradigms, ranging from critical theory to historical-comparative research, the authors examine the reasons for, and the outcomes of human rights education reforms and policy. The authors discuss discourses surrounding the major dimensions affecting the human rights education, namely national identity, democracy, and ideology. These dimensions are among the most critical and significant dimensions defining and contextualising the processes surrounding the nation-building, identity politics and human rights education globally. This outlined the ideal Africa aspired to by the year 2063: ‘the Africa we want’. The authors examine socio-economic rights issues and their impact on developing a strong educational agenda that can drive Africa to realize Agenda 2063. As Africa’s development has remained slow in the face of many challenges, the need to embrace good governance, rule of law and human rights obligations are major tools to realize the continent’s potential. The project focuses in particular on the central place of education law and policy in achieving the goals of Agenda 2063.

The Autobiography of intercultural encounters (AIE) is an educational resource that can be used by learners to achieve all of these outcomes. It supports learners in thinking about and learning from intercultural encounters that they have experienced either face to face, through visual media (such as television, films, magazines), or through the internet. The present volume contains an updated and revised edition of the original Autobiography of intercultural encounters through the internet (AIETI), which supports learners’ reflections on intercultural encounters that take place through the internet. There are two versions of the AIETI: a standard version for those who can complete it on their own and a younger learners’ version for use by children who need support from an adult in thinking about intercultural encounters. Both versions are accompanied by notes for facilitators which explain in detail how the AIETI may be used. These new editions have been fully updated and aligned with the Council of Europe’s Reference Framework of Competences for Democratic Culture and may be used by educators and learners in primary, secondary and higher education and in non-formal and informal education.

The aim of the Council of Europe's youth policy is to provide young people - girls and boys, young women and young men - with equal opportunities and experience which will enable them to develop the knowledge, skills and competencies to play a full part in all aspects of society. The programme of activities aims at associating young people, through governmental and non-governmental youth partners, with the aims and priorities of the youth policy of the Council of Europe. The participants in the education and training activities are multipliers who, within their youth organisations or institutions, are involved in training other young people and/or in designing activities and programmes that put into practice the values, standards and objectives that preside over the youth policy of the Council of Europe. The use of non-formal learning principles is combined with experiential learning approaches, the most apt at making the learning experiences meaningful and relevant. Activities are implemented in accordance with quality standards agreed with partners of and participants in the activities.The quality of these activities depends, to a large extent, on the competences and abilities of the facilitators of these educational processes, many of whom are volunteers within youth and community organisations. A new Council of Europe reference framework of competences for democratic culture! Contemporary societies within Europe face many challenges, including declining levels of voter turnout in elections, increased distrust of politicians, high levels of hate crime, intolerance and prejudice towards minority ethnic and religious groups, and increasing levels of support for violent extremism. These challenges threaten the legitimacy of democratic institutions and peaceful co-existence within Europe. Formal education is a vital tool that can be used to tackle these challenges. Appropriate educational input and practices can boost democratic engagement, reduce intolerance and prejudice, and decrease support for violent extremism. However, to achieve these goals, educationists need a clear understanding of the democratic competences that should be targeted by the curriculum. This book presents a new conceptual model of the competences which citizens require to participate in democratic culture and live peacefully together with others in culturally diverse societies. The model is the product of intensive work over a two-year period, and has been strongly endorsed in an international consultation with leading educational experts.
