This work seeks to examine the event and concurrent transition that the inauguration of India and Pakistan as ‘postcolonial’ states in August 1947 constituted and effectuated. Analysing India and Pakistan together in a parallel and mutually dependant reading, and utilizing primary data and archival materials, Svensson offers new insights into the current literature, seeking to conceptualise independence through partition and decolonisation in terms of novelty and as a ‘restarting of time’. Through his analysis, Svensson demonstrates the constitutive and inexorable entwinement of contingency and restoration, of openness and closure, in the establishment of the postcolonial state. It is maintained that those involved in instituting the new state in a moment devoid of fixity and foundation ‘anchor’ it in preceding beginnings. The work concludes with the proposition that the novelty should not only be regarded as contained in the moment of transition. It should also be seen as contained in the pledge, in the promise and the gesturing towards a future community. Distinct from most other studies on the partition and independence the book assumes the constitutive moment as the focal point, offering a new approach to the study of partition in British India, decolonisation and the institutional of the postcolonial state. This work will be of great interest to students and scholars of international relations, South Asian studies and political and postcolonial theory.

Modern states increasingly seek to regulate religious expression, practice and discourse. This is profoundly evident at many levels of Islamic policy interaction: from debates about the banning of the Muslim face-veil in Europe to civic re-education programmes for Muslim citizens in China. Governance of Islam in Pakistan provides a systematic account of how interactions between multiple public and private bodies direct the regulation and standardisation of Islam in one of the largest Muslim-majority states in the world. Analysis centres on the institutional development of the Council of Islamic Ideology, a constitutional body tasked with issuing advice to the executive and legislature about the compatibility of laws with Islamic principles. Based on archival material that has been subject to little scholarly attention, and interviews with Council members and staff of other state bodies, Sarah Holz proposes governance as an analytical framework to study the negotiation of religious expression, practice and discourse. In contrast to the established Islamisation narrative which generally labels such religious institutions as mere rubberstamps in the process of policy-making, the study of governance offers an alternative approach that enables examination of the dynamic competition and cooperation among multiple actors. Through collective interaction the Council and other relevant bodies are active players in the governance of Islam. Insights gained from analysis of the ideational, structural and functional evolution of the Council offers a Global South perspective on liberal democratic ideas about the functionality of the modern state and its institutional structure. Issues of economic, cultural and local/international political influence bear strongly in governance analysis. Engagement with the governance policy tool has applicability across the social sciences, but is particularly relevant for South Asian/Near and Middle East Studies.

This book analyses the formulation, interpretation and implementation of sharia in Pakistan and its relationship with the Pakistani state whilst addressing the complexity of sharia as a codified set of laws. Drawing on insights from Islamic studies, anthropology and legal studies to examine the interactions between ideas, institutions and political actors that have enabled blasphemy laws to become the site of continuous controversy, this book furthers the readers’ understanding of Pakistani politics and presents the transformation of sharia from a pluralistic religious precepts to a set of rigid laws. Using new materials, including government documents and Urdu language newspapers, the author contextualises the larger political debate within Pakistan and utilises a comparative and historical framework to weave descriptions of various events with discussions on sharia and blasphemy. A contribution to the growing body of literature, which explores the role of state in shaping the religion and religious politics in Muslim-majority countries, this book will be of interest to academics working on South Asian Politics, Political Islam, Sharia Law, and the relationship of Religion and the State.
