Contesting Forestry In West Africa

This title was first published in 2000. This study looks at the contestation of forestry in West Africa, taking into account historical considerations, cultural negotiations and environmental issues.

This study reviews how West African deforestation is represented and the evidence which informs deforestation orthodoxy. On a country by country basis (covering Sierra Leone, Liberia, Cote D'Ivoire, Ghana, Togo and Benin), and using historical and social anthropological evidence the authors evaluate this orthodox critically. Reframing Deforestation suggests that the scale of deforestation wrought by West African farmers during the twentieth century has been vastly exaggerated. The authors argue that global analyses have unfairly stigmatised West Africa and obscured its more sustainable, even landscape-enriching practices. Stessing that dominant policy approaches in forestry and conservation require major rethinking worldwide, Reframing Deforestation illustrates that more realistic assessments of forest cover change, and more respectful attention to local knowledge and practices, are necessary bases for effective and appropriate environmental policies.

This regional report examines the emerging trends and considers the opportunities and challenges involved in promoting the contribution of the forest sector to Africa's sustainable development over the next two decades, including policy and institutional, demographic, economic, technological and environmental factors.

The dry forests and woodlands of Sub-Saharan Africa are major ecosystems, with a broad range of strong economic and cultural incentives for keeping them intact. However, few people are aware of their importance, compared to tropical rainforests, despite them being home to more than half of the continent's population. This unique book brings together scientific knowledge on this topic from East, West, and Southern Africa and describes the relationships between forests, woodlands, people and their livelihoods. Dry forest is defined as vegetation dominated by woody plants, primarily trees, the canopy of which covers more than 10 per cent of the ground surface, occurring in climates with a dry season of three months or more. This broad definition - wider than those used by many authors - incorporates vegetation types commonly termed woodland, shrubland, thicket, savanna, wooded grassland, as well as dry forest in its strict sense. The book provides a comparative analysis of management experiences from the different geographic regions, emphasizing the need to balance the utilization of dry forests and woodland products between current and future human needs. Further, the book explores the techniques and strategies that can be deployed to improve the management of African dry forests and woodlands for the benefit of all, but more importantly, the communities that live off these vegetation formations. Thus, the book lays a foundation for improving the management of dry forests and woodlands for the wide range of products and services they provide.

The report is organised into nine chapters. The first chapter gives an account of the forestry situation in West and Central Africa, with emphasis on vegetation distribution and factors affecting forest management. Chapters 2 and 3 highlight past and present silvicultural and forest management practices and also consider management control systems. The relevance of biodiversity and the role of non-timber forest products are explored in Chapter 4. Inter-generational issues, socio-economic factors influencing sustainable forest management, and the relevance of policies and legislation are addressed in Chapters 5, 6 and 7. Chapter 8 outlines strategies and incentives which might be adopted to promote sustainable forest management. The report concludes with suggestions for research which could be undertaken to fill gaps in knowledge which became apparent in the course of this project.
