Exploring the ‘dark side’ of digital diplomacy, this volume highlights some of the major problems facing democratic institutions in the West and provides concrete examples of best practice in reversing the tide of digital propaganda. Digital diplomacy is now part of the regular conduct of International Relations, but Information Warfare is characterised by the exploitation or weaponisation of media systems to undermine confidence in institutions: the resilience of open, democratic discourse is tested by techniques such as propaganda, disinformation, fake news, trolling and conspiracy theories. This book introduces a thematic framework by which to better understand the nature and scope of the threats that the weaponization of digital technologies increasingly pose to Western societies. The editors instigate interdisciplinary discussion and collaboration between scholars and practitioners on the purpose, methods and impact of strategic communication in the Digital Age and its diplomatic implications. What opportunities and challenges does strategic communication face in the digital context? What diplomatic implications need to be considered when governments employ strategies for countering disinformation and propaganda? Exploring such issues, the contributors demonstrate that responses to the weaponisation of digital technologies must be tailored to the political context that make it possible for digital propaganda to reach and influence vulnerable publics and audiences. This book will be of much interest to students of diplomacy studies, counter-radicalisation, media and communication studies, and International Relations in general.

This book explores the interface between terrorism and the internet and presents contemporary approaches to understanding violent extremism online. The volume focuses on four issues in particular: terrorist propaganda on the internet; radicalisation and the internet; counter campaigns and approaches to disrupting internet radicalisation; and approaches to researching and understanding the role of the internet in radicalisation. The book brings together expertise from a wide range of disciplines and geographical regions including Europe, the US, Canada and Australia. These contributions explore the various roles played by the Internet in radicalisation; the reasons why terroristic propaganda may or may not influence others to engage in violence; the role of political conflict in online radicalisation; and the future of research into terrorism and the internet. By covering this broad range of topics, the volume will make an important and timely addition to the current collections on a growing and international subject. This book will be of much interest to students and researchers of cyber-security, internet politics, terrorism studies, media and communications studies, and International Relations.

This book is a timely and significant examination of the role of counter-messaging via social media as a potential means of preventing or countering radicalization to violent extremism. In recent years, extremist groups have developed increasingly sophisticated online communication strategies to spread their propaganda and promote their cause, enabling messages to be spread more rapidly and effectively. Counter-messaging has been promoted as one of the most important measures to neutralize online radicalizing influences and is intended to undermine the appeal of messages disseminated by violent extremist groups. While many such initiatives have been launched by Western governments, civil society actors, and private companies, there are many questions regarding their efficacy. Focusing predominantly on efforts countering Salafi-Jihadi extremism, this book examines how feasible it is to prevent or counter radicalization and violent extremism with counter-messaging efforts. It investigates important principles to consider when devising such a program. The authors provide both a comprehensive theoretical overview and a review of the available literature, as well as policy recommendations for governments and the role they can play in counter-narrative efforts. As this is the first book to critically examine the possibilities and pitfalls of using counter-messaging to prevent radicalization or stimulate de-radicalization, it is essential reading for policy makers and professionals dealing with this issue, as well as researchers in the field.

Online Terrorist Propaganda, Recruitment, and Radicalization is most complete treatment of the rapidly growing phenomenon of how terrorists’ online presence is utilized for terrorism funding, communication, and recruitment purposes. The book offers an in-depth coverage of the history and development of online "footprints" to target new converts, broaden their messaging, and increase their influence. Chapters present the emergence of various groups; the advancement of terrorist groups’ online presences; their utilization of video, chat room, and social media; and the current capability for propaganda, training, and recruitment. With contributions from leading experts in the field—including practitioners and terrorism researchers—the coverage moves from general factors to specific groups practices as relate to Islamic State of Iraq and the Levant (ISIL), and numerous other groups. Chapters also examine the lone wolf phenomenon as a part of the disturbing trend of self-radicalization. A functional, real-world approach is used regarding the classification of the means and methods by which an online presence is often utilized to promote and support acts of terrorism. Online Terrorist Propaganda, Recruitment, and Radicalization examines practical solutions in identifying the threat posed by terrorist propaganda and U.S. government efforts to counter it, with a particular focus on ISIS, the Dark Web, national and international measures to identify, thwart, and prosecute terrorist activities online. As such, it will be an invaluable resources for intelligence professionals, terrorism and counterterrorism professionals, those researching terrorism funding, and policy makers looking to restrict the spread of terrorism propaganda online.

Most of the papers included in this volume, except for the editor's introduction, come from the conference on Visual Propaganda and Online Radicalization hosted in 2012 by Georgia State University in conjunction with the U.S. Army War College. They all speak to the power of visual images, particularly in the online environment, and the sophistication with which a variety of extremist and terrorist groups have adapted to the online environment, particularly through the use of powerful visual images. The strategic point made in these essays, and which serves as a unifying theme throughout the collection, is that weaker forces use these materials to great effect, and to even greater effect when we either underestimate the power of visual images or fail to develop effective counters. The unique value offered by these essays is to lay out clearly the ways in which images work for extremist groups, and to begin the process of developing effective strategies for responding.

The unique value offered by these essays is to lay out clearly the ways in which images work for extremist groups, and to begin the process of developing effective strategies for responding. As the editors make clear, there is an extensive literature available establishing that when compared to text (or words heard over an audio track), images are remembered better, over a longer period of time, and with greater emotional power, having commanded more attention initially. This is true for moving and still images.
