Countering Online Propaganda And Extremism

Exploring the ‘dark side’ of digital diplomacy, this volume highlights some of the major problems facing democratic institutions in the West and provides concrete examples of best practice in reversing the tide of digital propaganda. Digital diplomacy is now part of the regular conduct of International Relations, but Information Warfare is characterised by the exploitation or weaponisation of media systems to undermine confidence in institutions: the resilience of open, democratic discourse is tested by techniques such as propaganda, disinformation, fake news, trolling and conspiracy theories. This book introduces a thematic framework by which to better understand the nature and scope of the threats that the weaponization of digital technologies increasingly pose to Western societies. The editors instigate interdisciplinary discussion and collaboration between scholars and practitioners on the purpose, methods and impact of strategic communication in the Digital Age and its diplomatic implications. What opportunities and challenges does strategic communication face in the digital context? What diplomatic implications need to be considered when governments employ strategies for countering disinformation and propaganda? Exploring such issues, the contributors demonstrate that responses to the weaponisation of digital technologies must be tailored to the political context that make it possible for digital propaganda to reach and influence vulnerable publics and audiences. This book explores the interface between terrorism and the internet and presents contemporary approaches to understanding violent extremism online. The volume focuses on four issues in particular: terrorist propaganda on the internet; radicalisation and the internet; counter campaigns and approaches to disrupting internet radicalisation; and approaches to researching and understanding the role of the internet in radicalisation. The book brings together expertise from a wide range of disciplines and geographical regions including Europe, the US, Canada and Australia. They all speak to the power of visual images, particularly in the online environment, and the sophistication with which a variety of extremist and terrorist groups have adapted to the online environment, particularly through the use of powerful visual images. The strategic point made in these essays, and which serves as a unifying theme throughout the collection, is that weaker forces use these materials to great effect, and to even greater effect when we either underestimate the power of visual images or fail to develop effective counters. As the editors make clear, there is an extensive literature available establishing that when compared to text (or words heard over an audio track), images are remembered better, over a longer period of time, and with greater emotional power, having commanded more attention initially. This is true for moving and still images.

Visual images have been a central component of propaganda for as long as propaganda has been produced. But recent developments in communication and information technologies have given terrorist and extremist groups options and abilities they never would have been able to come close to even 5 or 10 years ago. There are terrorist groups who, with very little initial investment, are making videos that are coming so close to the quality of BBC or CNN broadcasts that the difference is meaningless, and with access to the web they have instantaneous access to a global audience. Given the broad social science consensus on the power of visual images relative to that of words, the strategic implications of these groups' sophistication in the use of images in the online environment is carefully considered in a variety of contexts by the authors in this collection.

The opportunities afforded by the Internet greatly overshadow the challenges. While not forgetting this, we can nevertheless still address some of the problems that arise. Hate speech online is one such problem. But what exactly is hate speech online, and how can we deal with it effectively? As with freedom of expression, on- or offline, UNESCO defends the position that the free flow of information should always be the norm. Counter-speech is generally preferable to suppression of speech. And any response that limits speech needs to be very carefully weighed to ensure that this remains wholly exceptional, and that legitimate robust debate is not curtailed.

Extremist Propaganda in Social Media: A Threat to Homeland Security presents both an analysis of the impact of propaganda in social media and the rise of extremism in mass society from technological and social perspectives. The book identifies the current phenomenon, what shall be dubbed for purposes of this book "Blisstopian Societies"—characterized in the abiding "ignorance is bliss" principle—whereby a population is complacent and has unquestioning acceptance of a social doctrine without challenge and introspection. In these subcultures, the malleable population self-select social media content, "news," and propaganda delivery mechanisms. By doing so, they expose themselves only to content that motivates, reinforces, and contributes to their isolation, alienation, and self-regulation of the social groups and individuals. In doing this, objective news is dismissed, fake—or news otherwise intended to misinform—reinforces their stereotyped beliefs about society and the world around them. This phenomenon is, unfortunately, not "fake news," but a real threat to which counterterror, intelligence, Homeland Security, law enforcement, the military, and global organizations must be hyper-vigilant of, now and into the foreseeable future. Chapters cite numerous examples from the 2016 political election, the Russia investigation into the Trump Campaign, ISIS, domestic US terrorists, among many other examples of extremist and radicalizing rhetoric. The book illustrates throughout that this contrived and manufactured bliss has fueled the rise and perpetuation of hate crimes, radicalism, and violence in such groups as ISIS, Boko Haram, Neo-Nazis, white separatists, and white supremacists in the United States—in addition to perpetuating ethnic cleansing actions around the world. This dynamic has led to increased political polarization in the United States and abroad, while furthering an unwillingness and inability to both compromise or see others’ perspectives—further fomenting insular populations increasing willing to harm others and do violence. Extremist Propaganda in Social Media relates current Blisstopian practices to real-world hate speech and violence, connecting how such information is consumed by groups and translated into violent action.
