Democratic Speech in Divided Times offers a comprehensive account of the norms that should govern public discourse in circumstances marked by deep and often unjust social divisions. Part I investigates what forms of democratic speech are desirable in these settings. This part shows, firstly, that some forms of public discourse that are symptomatic of division can nevertheless play a crucial democratic function. In particular, it argues that emotionally charged speech--and most notably, speech voicing deep anger--plays a fundamental role in overcoming entrenched epistemic divisions and in facilitating the exchange of shared reasons. This part also examines how, in contrast, other characteristic features of the public discourse of divided societies endanger democratic life. Here, the argument considers the proliferation of hate speech and misinformation, and examines what forms of democratic speech should be used to combat them. Part II considers how realistic the foregoing account of public discourse is. Specifically, it assesses the complications that arise from intergroup antipathy, pervasive political ignorance, and the fragmentation of the public sphere. The normative picture of public discourse that this book defends can largely withstand these problems. And, while these social conditions do qualify the value of democratic speech in some respects, they are at least as problematic for political ideals that give up on inclusive democratic speech altogether. Accordingly, while realising the ideal of democratic speech that this book outlines is challenging, we should not lose patience with this task.

This book explores the nature of hate speech on social media. Readers will find chapters written by 21 authors from 18 universities or research centers. It includes researchers from 11 countries, prioritizing a diversity of approaches from the Global North and Global South – Brazil, Cyprus, Ethiopia, Germany, Nigeria, Portugal, South Africa, Spain, Switzerland, Turkey, and the USA. The analyses herein involve the realities in an even larger number of countries, given the transnational approach of some of these studies. One can find a preview of the chapters at the beginning of the book, with abstracts organized in a separate section. It is evident that the authors study the impact of recent events on hate speech – the Covid-19 pandemic, Russia- Ukraine war, the refugee crisis – and recurrent attacks on minority groups such as women, immigrants, or the LGBTQ+ community. The authors employ classic and digital research methods, using quantitative and qualitative data gathered from platforms like Telegram, Facebook, Instagram, Twitter, and YouTube. As a result, readers will encounter taxonomic proposals, new methodological approaches, theoretical frameworks, and mapping of behavioral patterns.

Hate speech law can be found throughout the world. But it is also the subject of numerous principled arguments, both for and against. These principles invoke a host of morally relevant features (e.g., liberty, health, autonomy, security, non-subordination, the absence of oppression, human dignity, the discovery of truth, the acquisition of knowledge, self-realization, human excellence, civic dignity, cultural diversity and choice, recognition of cultural identity, intercultural dialogue, participation in democratic self-government, being subject only to legitimate rule) and practical considerations (e.g., efficacy, the least restrictive alternative, chilling effects). The book develops and then critically examines these various principled arguments. It also attempts to de-homogenize hate speech law into different clusters of laws/regulations/codes that constrain uses of hate speech, so as to facilitate a more nuanced examination of the principled arguments. Finally, it argues that it is morally fitting for judicial and legislative judgments about the overall warrant of hate speech law to reflect principled compromise. Principled compromise is characterized not merely by compromise over matters of principled concern but also by compromise which is itself governed by ideals of moral duty or civic virtue (e.g., reciprocity, equality, and mutual respect). Why are women so frequently targeted with hate speech online and what can we do about it? Psychological explanations for the problem of woman-hating overlook important features of our social world that encourage latent feelings of hostility toward women, even despite our consciously-held ideals of equality. Louise Richardson-Self investigates the woman-hostile norms of the English-speaking internet, the ‘rules’ of engagement in these social spaces, and the narratives we tell ourselves about who gets to inhabit such spaces. It examines the dominant imaginings (images, impressions, stereotypes, and ideas) of women that are shared in acts of hate speech, highlighting their ‘emotional stickiness’. But offering strategies through which we may reimagine our norms of online engagement, the stories that justify those norms, and the logic that makes sense of it all, this book shows how we can create alternative visions of what it means to take up online space as a woman and to ensure that women are seen as entitled to be there. By exploring aspects of ‘social imaginaries’ theory and applying it to the problem of hate speech against women online, this book illuminates why woman-hating has become such a prominent feature of this environment and how we can make these spaces safer for women.

Social Media and Society brings together a range of scholars working at the intersection of discourse studies, digital media, and society.
