Critical Approaches To Security In Central Asia

Central Asia remains on the periphery, both spatially and in people’s imaginations. When the region does attract international attention, it is often related to security issues, including terrorism, ethnic conflict and drug trafficking. This book brings together leading specialists from a range of disciplines including geography, anthropology, sociology and political science to discuss how citizens and governments within Central Asia think about and practise security. The authors explore how governments use fears of instability to bolster their rule, and how securitized populations cope with (and resist) being labelled threats through strategies that are rarely associated with security, including marriage and changing their appearance. This collection examines a wide range of security issues including Islamic extremism, small arms, interethnic relations and border regions. While coverage of the region often departs from preconceived notions of the region as dangerous, obscure and volatile, the chapters in this book all place emphasis on the way local people understand security and harmony in their daily lives. This book will be of interest to students and researchers of Central Asian Studies as well as Security Studies and Political Science. Central Asian Survey has remained as the premier world-leading peer-reviewed journal for Central Asian studies for four decades. To mark the 40th anniversary of the journal, this volume is intended to be a reader of selected essays from the journal over the last four decades. This book is not just a mere collection, but also a critical reflection on the field over that time. Each of the nine sections in the book feature a critical appraisal of the selected excerpts by young scholars who analyse the reproduced excerpts and the contribution they make to advancing our understanding of the field. This book is about transformation of the state and an incomplete state-building. It defies the transitology assumption of continuity, linearity and dichotomy of formal and informal in the transformation of the state. Contrary to the conventional approaches, it claims that any social order or its political scaffolding, the state, is always incomplete and we need to develop cognitive maps to better understand that incompleteness. It reflects on the social practices, processes and patterns that evolve as a non-linear result of three sets of factors: those that are historical, external, and elite-driven. Three Central Asian states - Uzbekistan, Tajikistan, and Kyrgyzstan - are examined here comparatively as case studies, as Central Asia represents an interesting terrain to challenge conventional understanding of the state. Specifically, the book captures a paradox at hand: how come three states, which made different political, economic, cultural, and social choices at the outset of their independence in the 1990s, have ended up as so-called “weak states” in the 2000s and onwards? This puzzle can be better understood through looking at the relationship among three main sets of factors that shape state-building processes, such as history, external actors, and local elites. This book applies an interdisciplinary approach, combining political anthropology, political economy, sociology, and political science. Instability in Afghanistan has had a considerable effect on regional security in Central Asia, particularly in the aftermath of the events of 9/11, and this has meant that the importance of NATO and its contribution to security in this area has increased considerably. A detailed analysis of this topic is precisely important because it could highlight the areas where the Central Asian countries could increase their security contributions to Afghanistan’s security through enhancing their cooperation with NATO. This book presents the fully revised and updated versions of papers presented at the NATO Advanced Research Workshop (ARW), 'NATO, the Fight against International Terrorism in Afghanistan and Security Situation in Central Asia since 9/11', held in Ankara, Turkey, in April 2011. This ARW was supported by the NATO Science for Peace and Security Programme. The book takes a comprehensive approach to the regional security complex in Central Asia by emphasizing the human security, socio-political and energy dimensions in addition to the traditional military dimension of the fight against international terrorism in and around Afghanistan. The findings of the book enhance our understanding of the root causes of international terrorism and the effective ways of coping with the security challenges in this region. The present study offers an assessment of security concerns in Central Asia after the collapse of Soviet Union in 1991. It deals with the transition period for the five Central Asian States from the communist system to a democratic and pluralistic one. Essentially, the focus of the writer is on bilateral, multilateral and international commitments of these States to ensure peace and security in the region. The withdrawal of nuclear warheads from Kazakhstan, collective security formula, bilateral agreements and the role of the big powers all make an interesting study. The author has discussed these concerns in the context of the stance of neighbouring States vis-a-vis Central Asia. Economic interests also figure wherever necessary.
