Theory without practice is empty, practice without theory is blind, to adapt a phrase from Immanuel Kant. The sentiment could not be truer of cultural heritage ethics. It is widely acknowledged that all archaeological research is embedded within cultural, political and economic contexts, and that all archaeological research falls under the heading ‘heritage’. Underwater Cultural Heritage investigates cases of underwater cultural heritage, exploring ethical issues that have never been studied before. A vast cultural heritage lies beneath the sea, including the archaeological remains of more than three million vessels, as well as historic monuments and whole cities. In addition, climate change, population growth and current events around the world mean that new underwater cultural heritage is being created faster than ever before. In 2003, Salvador Muñoz Viñas published 'Teoría contemporánea de la Restauración'. Two years later, he wrote 'Contemporary Theory of Conservation', a different, revised version of the first work. In these books, the philosophy of conservation was analyzed, and, building from different authors and sources, an alternative approach was outlined.0Since 2005, the author has continued working on this topic, revising the ideas presented in these books, and developing new ones. Many of these ideas were presented in papers or in lectures. 'On Theoretical and Ethical Principles of Conservation' gathers together fifteen of these contributions.0While the papers and lectures included in this volume were not conceived as part of a whole, a coherent line of thinking can be easily detected: in all of them, the core notions of conservation ethics are discussed and analyzed. In different ways, they all aim at showing that, simply put, the so-called "principles of conservation" are not what they may seem at first sight. Heritage conservation is a well-established activity in many societies -- an activity that does work, and that serves its purposes in an overly successful way; however, the reflections presented in this volume suggest that conservation might benefit from a different, less traditional interpretation of some of its ethical and theoretical tenets.

The changing and evolving relationship between museums and communities, Indigenous, ethnic and marginalized, has been a primary point of discussion in the heritage sector in recent years. Questions of official and unofficial heritage, whose artefacts to collect and exhibit and why, have informed and influenced museum practice. Developing from this, a key issue is whether it is possible to raise awareness of differing cultural perspectives, values and beliefs and incorporate this into the education and training of heritage professionals, with the aim of making 'cultural awareness' an integrated and sustainable core part of future heritage training and practice. This book discusses perceptions of values and ethics, authenticity and significance, and documents the historical, heritage and education context in North America, Scandinavia and the United Kingdom, with a particular emphasis on Aotearoa New Zealand. The author explores whether it is possible to learn respect for differing cultural perspectives through the undertaking of educational programmes, identifies various approaches that could complement the development of students and professionals in the cultural heritage and preservation sectors, and offers a means of actively engaging with cultural and professional values through a Taxonomy for Respecting Heritage and Values.

Examines the ethical dilemma of whether, and how, archaeologists and other experts should work with the military to protect cultural property in times of conflict. The world reacted with horror to the images of the looting of the National Museum in Iraq in 2003 - closely followed by other museums and then, largely unchecked, or archaeological sites across the country. This outcome had been predicted by many archaeologists, with some offering to work directly with the military to identify museums and sites to be avoided and protected. However, this work has since been heavily criticised by others working in the field, who claim that such collaboration lended a legitimacy to the invasion. It has therefore served to focus on the broader issue of whether archaeologists and other cultural heritage experts should ever work with the military, and, if so, under what guidelines and strictures. The essays in this book, drawn from a series of international conferences and seminars on the debate, provide an historical background to the ethical issues facing cultural heritage experts, and place them in a wider context. How do medical and religious experts justify their close working relationships with the military? Is all contact with those engaged in conflict wrong? Does working with the military really constitute tacit agreement with military and political goals, or can it be seen as contributing to the winning of a peace rather than success in war? Are guidelines required to help define roles and responsibilities? And can conflict situations be seen as simply an extension of protecting cultural property on military training bases?
