Current Problems Of The Global Environmental Economy Under The Conditions Of Climate Change And The Perspectives Of Sustainable Development

This book presents a systemic view of the global environmental economy under the conditions of climate change from the positions of Sustainable Development Goals. The purpose of the book is to study the current problems of the global environmental economy under the conditions of climate change and to determine the prospects of its sustainable development (systemic support for the SDGs). This goal predetermines the logic and structure of the book, which is comprised of five parts. Part I presents the authors’ novel view of the global environmental economy under the conditions of climate change from the positions of the SDGs. It reflects the contradiction and describes the path of preserving economic growth during the implementation of SDG 13. The COVID-19 pandemic and economic crisis are considered as the result of the reduction of biodiversity under the conditions of climate change from the positions of SDG 3. Responsible innovations, eco-friendly products, and green trade are presented as trends of the environmental economy under the conditions of climate change to support SDG 12. Green jobs are analyzed in the environmental economy under the conditions of climate change during the implementation of SDG 8. The significance of social inclusivity and reduction of the inequality of the environmental economy under the conditions of climate change to support SDG 10 is noted. Part II elaborates on the sectoral specifics of the influence of climate change on the environmental economy: energetics, finance, industry, state management, and agriculture. Part III presents and discusses the international experience of development of the environmental economy under the conditions of climate change given the specifics of developed and developing countries and based on the case experience of Central Asia, the EAEU, and Russia. In Part IV, technological transition (Fourth Industrial Revolution) is offered as a perspective response of the global economic policy to climate change. Scenarios of the fight against climate change in the Decade of Action depending on the scale of the technological transition are described: digital economy vs Industry 4.0 and Society 5.0. The perspectives of the technological transition at the level of companies (creation of cyber-physical systems of Industry 4.0; green digital innovations and smart ESG finance) and regions (smart region as a socio-economic environment with large adaptability to climate change) are described.

This book is open access under a Creative Commons license. This authoritative book presents the ever progressing state of the art in evaluating climate change strategies and action. It builds upon a selection of relevant and practical papers and presentations given at the 2nd International Conference on Evaluating Climate Change and Development held in Washington DC in 2014 and includes perspectives from independent evaluations of the major international organisations supporting climate action in developing countries, such as the Global Environment Facility. The first section of the book sets the stage and provides an overview of independent evaluations, carried out by multilateral development banks and development organisations. Important topics include how policies and organisations aim to achieve impact and how this is measured, whether climate change is mainstreamed into other development programs, and whether operations are meeting the urgency of climate change challenges. The following sections focus on evaluation of climate change projects and policies as they link to development, from the perspective of international organisations, NGO’s, multilateral and bilateral aid agencies, and academia. The authors share methodologies or approaches used to better understand problems and assess interventions, strategies and policies. They also share challenges encountered, what was done to solve these and lessons learned from evaluations. Collectively, the authors illustrate the importance of evaluation in providing evidence to guide policy change to informed decision-making.

Twenty years after the landmark Stockholm Conference on the Human Environment in 1972, the United Nations has convened a Conference on Environment and Development (UNCED) in Rio de Janeiro in June 1992. The 1989 UN resolution calling for the conference singles out -- among other global problems -- issues of biodiversity, water and other natural resources, atmospheric integrity, and human health as ones whose management requires strengthened international cooperation and attention. Whatever explicit and effective commitments -- to control greenhouse gases that threaten global warming, for example -- are negotiated at UNCED, profound problems relating to the linked pursuit of environmental, natural resource, and economic objectives are certain to survive the two-week meeting of government leaders, technical experts, and representatives of environmental constituencies. To be sure, participants may well assert that the goals of environmental protection, natural resource adequacy, and economic growth are compatible. But a probing of the question of sustainability of development inspires less confidence that potential problems and conflicts in the pursuit of these goals are fully appreciated in the international community, much less that the consensus needed to easily achieve the goals will be forthcoming. In Global Development and the Environment: Perspectives on Sustainability, researchers at Resources for the Future examine some of the enduring issues, whether or not officially under consideration at the conference or raised there informally, that cannot be ignored in any attempt to pursue aspirations concerning the environment and development. The lasting value of UNCED may depend on the extent to which it diverse participants couple political rhetoric with willingness to confront these difficult issues once this 'earth summit' fades into history.
