This book presents pieces of evidence, which ? taken together ? lead to an argument that goes against the grain of the established Cold War narrative. The argument is that a ?long d‚tente? existed between East and West from the 1950s to the 1980s, that it existed and lasted for good (economic, national security, societal) reasons, and that it had a profound impact on the outcome of the conflict between East and West and the quintessentially peaceful framework in which this ?endgame? was played. New, Euro-centered narratives are offered, including both West and East European perspectives. These contributions point to critical inconsistencies and inherent problems in the traditional U.S. dominated narrative of the ?Victory in the Cold War.? The argument of a ?long d‚tente? does not need to replace the ruling American narrative. Rather, it can and needs to be augmented with European experiences and perceptions. After all, it was Europe ? its peoples, societies, and states ? that stood both at the ideological and military frontline of the conflict between East and West, and it was here that the struggle between liberalism and communism was eventually decided.

This collection of studies intends to honour Heinrich Klebes, who both as a distinguished international civil servant and as a scholar and analyst has made and continues to make an important contribution to the development of European cooperation in general and within the Council of Europe in particular. At the same time, it offers a unique and stimulating analysis of the development of a common body of law in the wider Europe. The twenty-nine articles contained in this volume are grouped together under five headings: - commitment to democratic standards; - protection of human rights and fundamental freedoms; - the Council of Europe in context; - the common legal space; - common problems of democracy and transatlantic relations.

This edited volume uses newly released archival material to show linkages between the development of the European Union and the Cold War. Containing essays by well-known Cold War scholars such as Jussi Hanhimaki, Wilfried Loth and Piers Ludlow, the book looks at: France, where neither de Gaulle nor Pompidou felt committed to the status quo in East-West or West-West relations Germany, where Brandt’s Ostpolitik was acknowledged to be linked to the success of Bonn’s Westpolitik and Britain, where the move towards Community membership was tightly bound up with a variety of calculations about the organization of the West and its approach to the Cold War. Nixon and Kissinger’s policies are set out as the background of US policy against which each of the European players was compelled to operate, explaining how Washington saw European integration as part of the over-arching Cold War. European Integration and the Cold War will appeal to students of Cold War history, European politics, and international history.

The European Federation for Medical Informatics has established itself as a regional body coordinating activity in medical informatics. The Congress in Toulouse, MIE-81, from 9 - 13 March 1981, is the third congress in the ser ies following MIE-78 in Cambr idge, and MIB-79 in Berlin with a gap during 1980 for the world congress MEDINFO-80 in Tokyo. The rationale behind all these congresses is the scientific need to share results and ideas and the educational need to train a wide variety of professional staff in the potential of health care and medical informatics. All the caring professions are involved, doctors, scientists, nurses, para-medical staff, administrators, health care planners, community physicians, epidemiologists, statisticians, operations analysts together with specialists from the computing profession dealing with system analysis, hardware, software, languages, data-bases and the marketing of systems. Medical Informatics is a very wide subject with ramifications throughout the health care and preventive services; it offers a key to the monitoring and improvement of patient care and to the provision of a healthier environment. The collection and evaluation of relevant data improves our understanding of the ways in which health care is provided while the availability of cheaper computer hardware and more versatile software enables us to design and implement more revealing and intelligent medical systems. Even though typical systems take a substantial amount of time to design, implement and evaluate, there is the continuing need for informaticians to assess the current state of developmen.

While we tend to divide the world into Us and Them, a number of grey nuances exist beyond this white and black distinction. The purpose of this book is to address the fuzzy areas between Us and Them through the study of European belonging as it is represented in the French elite daily, Le Monde. Corpora collected from 2014 to 2017 are used for case studies in the framework of Discourse Analysis to look at the use of “Europe” in headlines, and the representation of the United Kingdom, Poland, Hungary, Romania, Ukraine, Belarus, and Turkey. The combination of these case studies allows to present a conceptual framework for the representation of Europe by Le Monde. However, beyond the study of what belonging to Europe means for Le Monde, this book is about the legitimacy of being “in-between”, i.e. belonging neither totally to Us nor to Them.
