Decentralized Governance Of Adaptation To Climate Change In Africa

Two perspectives have dominated the social science discourse on climate change adaptation. Firstly, an international narrative among UN and donor agencies of technical and financial support for planned climate change adaptation. Secondly, a significant volume of studies discuss how local communities can undertake their own autonomous adaptation. Effective and sustainable climate adaptation requires a third focus: understanding of the political processes within sub-national institutions that mediate between national and local practices. This book address the knowledge gap that currently exists about the role of district-level institutions in Sub-Saharan Africa in providing an enabling institutional environment for rural climate change adaptation.

This book pulls literature together to examine the quality of climate governance based in the experience of Global South regions—Africa, Latin America, and Caribbean. While these regions are resilient, the IPCC 2022 Report indicates that the effects of climate change are crippling their thinly structured governance systems and limited capacities. For example, in addition to environmental devastation, loss of life, and livelihoods, these regions have endured most of the “loss and damage” due to climate change impacts. How are they responding? What are the outcomes? And where do they go from here? Given this background, the book’s goal is to question assumptions about climate governance patterns, systems, institutions, and processes in these regions, using comparative analytical techniques while distilling information about policy outcomes that other approaches do not provide. It argues that these regions and individual countries within them have a lot to learn from and about each other rather than look to the Global North and wealthy countries for economic, political, and administrative models that hardly match their lived experience and ontological outlooks. In doing so, it aspires to promote a fruitful South-South policy-related dialogue via scholarly exchanges and also contribute to advance the study and practice of international and comparative public administration. From this perspective, scholars, researchers, educators, public managers, and practitioners will find the book relevant to and useful for their respective endeavors.

Climate change is one of the greatest challenges of our time. As such, both the Fifth Assessment Report (AR5) released by the Intergovernmental Panel on Climate Change (IPCC) and the 25th Conference of the Parties (COP 25) recommendations call for action not only from government, but also from various stakeholders. Apart from the knowledge offered by modeling and forecasts, which allows the readers to understand the problem and how it is likely to develop in the future, the book highlights approaches, methods and tools that can help readers cope with the social, economic and political problems posed by climate change. In other words, the book’s goal is to accelerate developments in the field of climate change adaptation. This book gathers papers presented at the “2nd World Symposium on Climate Change Adaptation”, a joint initiative by the University of Coimbra (Portugal), the Research and Transfer Centre “Sustainable Development and Climate Change Management” at Hamburg University of Applied Sciences (Germany), and the International Climate Change Information Programme (ICCIP). The book is truly interdisciplinary, covering various key areas in the field of climate change adaptation. Its focus is on “integrative approaches to implementing climate change adaptation”, and is expected to contribute to the further development of this fast-growing field.

The Berlin Workshop Series 2010 presents selected papers from meetings held September 28 30, 2008, at the eleventh annual forum co-hosted by InWEnt and the World Bank in preparation for the Bank s annual World Development Report. Today's climate variability already has a large impact on water supply and protection. Millions of people are affected every year by droughts and floods. Future climate change is likely to make things worse. Many people within the water sector are aware that climate change is expected to have serious consequences for water resource management, but they are unsure how to incorporate climate information into their management structures. Providing a compendium of specific strategies, Climate Change Adaptation in the Water Sector is the first book to show students and professionals in the water sector how to adapt to climate change and variability. It enables advanced students, managers, decision-makers and other practitioners to feel comfortable in analysing and using climate data within the water sector. Contemporary public administration reflects its historical roots, as well as contemporary ideas about how the public bureaucracy should be organized and function. This book argues that there are administrative traditions that have their roots centuries ago but continue to influence administrative behaviour. Further within Western Europe, North America, and the Antipodes there are four distinctive administrative traditions: Anglo-American, Napoleonic, Germanic, and Scandinavian. These are not the only traditions however, and the book also explores administrative traditions in Central and Eastern Europe, Latin America, Asia, and the Islamic world. In addition, the book contains a discussion of how administrative traditions of the colonial powers influenced contemporary administration in Africa, and how they continue to interact with traditional forms of governance. These discussions of tradition and persistence are also discussed in light of the numerous attempts to reform and change public administration. Some administrative traditions have been more capable than others of resisting attempts at reform, especially those associated with the New Public Management.
