About two-thirds of DFID's expenditure in 2011-12, including nearly 40% of its bilateral spending, went through multilateral organisations even though they have higher administrative costs. This represents a major change in recent years and has been accompanied by a decline in direct aid to recipient Governments. DFID argues that the change is not a reflection of its need to spend money quickly, but a result of the reduced need for budget support in countries with rising tax bases and improved financial management, as well as its focus on fragile states. The DFID needs to ensure that it has thoroughly examined other options such as greater use of local NGOs and sector budget support. DFID has switched expenditure from low income to middle income countries, in part because several countries with a large number of poor people have recently graduated to middle-income status. Policy towards middle income countries varies and DFID needs establish and make public the criteria it will use to inform decisions of when and how it should cease to provide aid. DFID should also consider establishing a Development Bank - that could offer concessional loans alongside grant aid and would free from the constraint of having to ensure that cash was spent by the end of the financial year. Staffing also may still not be sufficient to oversee the huge expenditure of UK taxpayers' money undertaken by multilaterals. MPs remain concerned that DFID's has ended its bilateral programme in one of the world's poorest countries, Burundi, and is urging the new Secretary of State to re-instate it.

In this annual report DFID reports on a year of substantial achievement against targets. By 2011/12 DFID had achieved the following results through the Bilateral Programme since the baselines for its public results commitments: improved the land and property rights of 1.1 million people; supported 5.3 million children (2.5 million of them girls) to go to primary school; distributed 12.2 million bednets to protect people against malaria; supported 26 African countries to agree an Africa Free Trade Area; enabled 11.9 million people to work their way out of poverty by providing access to financial services; prevented 2.7 million children and pregnant women from going hungry; reached 6 million people with emergency food assistance; supported freer and fairer elections in 5 countries; improved hygiene conditions for 7.4 million people. Results achieved through DFID's Multilateral Programme: ensured 99.1 million people had enough food to eat (World Food Programme); immunised 37.3 million children against preventable diseases (The Global Alliance for Vaccines and Immunisation); detected and treated 900,000 cases of tuberculosis (The Global Fund to Fight AIDS, TB and Malaria); gave 7.3 million households clean water to drink with a new water supply (Asian Development Bank); equipped 6.6 million people with new electricity connections (over 2009-2011 period; African Development Bank). Key reforms in the year include: launching the independent Commission for Aid Impact; piloting cash on delivery contracts and other forms of payment by results; reforming CDC, the development finance institution.

The West and the East approach economic development differently. The Europeans and Americans stress free and fair business climate, promoting private activities generally without picking winners, and improving governance. East Asia is interested in achieving concrete results and projects rather than formal correctness, prioritizing a few sectors for industrialization, and eventual graduation from aid. The West mostly shapes shifting strategies of the international donor community while the East has in reality made remarkable progress in industrial catch-up. The two approaches cannot be merged easily but they can be used in proper combination to realize growth and economic transformation. This book proposes more dialogue and complementarity between the two in the development effort of Africa and other regions. In this collected volume, contributed by experts and practitioners from both East and West, the need to introduce Eastern ideas to the global development strategy is emphasized. Analysis of British and other Western donor policies is given while Japanese, Korean, and other Asian approaches are also explained with concrete examples. The concept of governance for growth is presented and the impact of rising China on development studies is contemplated. The practices of industrial policy dialogues and actions assisted by East Asian experts are reported from Tunisia, Zambia, Ethiopia, Rwanda, and others. The book should be applicable to all donors, institutions, NGOs and business enterprises engaged in development cooperation.

With the rise of the ‘knowledge for development’ paradigm, expert advice has become a prime instrument of foreign aid. At the same time, it has been object of repeated criticism: the chronic failure of ‘technical assistance’ – a notion under which advice is commonly subsumed – has been documented in a host of studies. Nonetheless, international organisations continue to send advisors, promising to increase the ‘effectiveness’ of expert support if their technocratic recommendations are taken up. This book reveals fundamental problems of expert advice in the context of aid that concern issues of power and legitimacy rather than merely flaws of implementation. Based on empirical evidence from South Africa and Tanzania, the authors show that aid-related advisory processes are inevitably obstructed by colliding interests, political pressures and hierarchical relations that impede knowledge transfer and mutual learning. As a result, recipient governments find themselves caught in a perpetual cycle of dependency, continuously advised by experts who convey the shifting paradigms and agendas of their respective donor governments. For young democracies, the persistent presence of external actors is hazardous: ultimately, it poses a threat to the legitimacy of their governments if their policy-making becomes more responsive to foreign demands than to the preferences and needs of their citizens.

Fisheries and Aquaculture Development in Sabah: implications for Society, Culture and Ecology builds on a trend in studies of social change of taking the environment seriously. Coming from the disciplines of sociology, economics and marine science the authors deal with issues of sustainability in economic, social and ecological terms. The overall political ecology approach of the book diversifies into sub-themes as the chapters engage with frameworks on the ecological limits of economic development, entitlements and well-being, participatory development, gender and knowledge production, science and citizenship as well as the symbolic and material value of national and international borders. Ecological aquaculture introduces new livelihood opportunities as well as losses. And it has a degree of ecological costs depending on environmental conditions and power relations that affect local production. We argue in this book that social and environmental justice issues are connected so that effective solutions to environmental problems can only be devised if the social justice issues are paid attention to. This general thrust in placing centre stage social and environmental justice issues is not unique to Sabah since these are issues experienced by developing countries similarly positioned in their dependence on natural resources for economic development.

This book examines development aid for climate change adaptation. Increasing amounts of aid are used to help developing countries adapt to climate change. The authors seek to discover how this aid is distributed and what constitutes the patterns of adaptation-aid giving. Does it help vulnerable countries, as donors promise, or does it help donors achieve economic and political gains? Set against the backdrop of international climate change negotiations and the aid allocation literature, Betzold and Weiler’s empirical analysis proceeds in three steps: firstly they assess adaptation aid as reported by the OECD, then statistically examine patterns in adaptation aid allocation, and finally qualitatively investigate adaptation aid in three large climate donors: Germany, Sweden and the United Kingdom.
