Developing Integrated Methods To Address Complex Resource And Environmental Issues

The purpose of this work is to develop a better understanding and thinking about the cumulative impacts of multiple natural resource development projects. Cumulative impacts are now one of the most pressing, but complex challenges facing governments, industry, communities, and conservation and natural resource professionals. There has been technical and policy research exploring how cumulative environmental impacts can be assessed and managed. These studies, however, have failed to consider the necessary integration of community, environment and health. Informed by knowledge and experience in northern British Columbia, this book seeks to expand our understanding of the cumulative impacts of natural resource development through an integrated lens. The book offers a timely response to a growing imperative – proposing integrative response to multiple natural resource developments in a way that addresses converging environment, community and health issues. Informed by the editors’ experiences across several complementary areas of expertise, we envision this book as appealing to a wide range of researchers, educators and practitioners, with relevance to a growing audience with appetite for and interest in integrative approaches.

The quest for policy integration crystallized in the 1990s as awareness was growing that the current supply of narrow, sectoral, and little coordinated, or even overlapping and conflicting, policies could not cope efficiently and effectively with contemporary complex, cross-cutting and interdependent socio-environmental problems. Combining and coordinating policies properly promises to address this institutional misfit, "add value" to policies, support planning at national and sub-national levels, and facilitate the transition to sustainable development more generally. This book proposes a comprehensive conceptualization of policy integration and negotiates pertinent theoretical, methodological and applied issues from the perspective of selected EU policies - rural development, regional development, transport, social, economic, environmental, water resources, and biodiversity policy. Mediterranean desertification, an exceptionally complex socio-environmental problem, is used as an illustrative example as the idea for this book transpired while researching the topic of policy making to combat desertification in the context of MEDACTION, an EU-funded research project.

The aim of this volume is to provide a coherent set of chapters that address major issues in resource and environmental management. The book has a North American focus with significant, but not exclusive Canadian Content. 'Integration' is the organizing theme of the volume. Integration as a concept (meaning variously integration across disciplines, across agencies, and across sectors) has been a key theme in the policy and management rhetoric of virtually every agency in North America and abroad for more than 30 years. As one of the dominant themes of the discipline, integration has been addressed both as a component and as the main focus of a variety of texts for this course. However, there is nothing on the market at the moment that is both up-to-date and North American in approach.

This text is divided into three parts. Part I focuses on the need for management to assess the challenges of water scarcity and plan changes based on proper valuation and financial instruments, international co-operation and efficient use. Part II analyses the problems of water scarcity and the available solutions in each main sector: water supply and sanitation, energy, health, agriculture, ecosystems and biodiversity. Part III assesses the state of the debate following the third World Water Forum and sets out the priorities for action, including increased investment, institutional reform and capacity building in the water sector. The aim of this book is to encourage integration of the natural and social sciences with the policy and design-making community, and thereby develop a deeper understanding of complex environmental problems. Its fundamental themes are: . integrated modeling and assessment . complex, adaptive, hierarchical systems . ecosystem services . science and decision-making . ecosystem health and human health . quality of life and the distribution of wealth and resources. This book will act as a state of the art assessment of integrated environmental science and its relation to real world problem solving. It is aimed not only at the academic community, but also as a sourcebook for managers, policy makers, and the informed public. It deals both with the state of the science and the level of consensus among scientists on key environmental issues. The concepts underlying this book were developed at the 2nd EcoSummit workshop held in Halifax, Nova Scotia, June, 2000, with active participation from all delegates, and attempts to present their collective view.
