Developing Threats

Technologies such as GPS, vital to the financial markets as well as the military, are known to be vulnerable to the effects of space weather or the EMP resultant from a nuclear weapon exploded at altitude. It is also possible to build non-nuclear devices which can disrupt electronic systems, though so far only over a limited area. A severe space weather event is not necessarily seen as a military problem in the first instance, but it would be likely to meet the definition of an "emergency" under the Civil Contingencies Act 2004 and call for the help of the Armed Forces. The reactive posture described by the Government appears somewhat complacent. The Committee is very concerned that there appears to be no one Government Department identified to take immediate lead responsibility should there be a severe space weather event. The Government must make clear exactly where lead responsibility in relation to EMP disturbances lies both nationally and within the MoD. Defence alone cannot protect against the threat of EMP. It must be a concern of the National Security Council and civil contingency planners, with proper standards of protection developed with the vital service industries most at risk. The effects of a High Altitude Electro-Magnetic Pulse Event as a result of a nuclear weapon exploded at high altitude, would be so serious that only government action could be expected to mitigate it. Security of satellites is a matter of growing concern as our reliance upon such systems and the sheer number of satellites in orbit increase.

Psychology's recent immersion in risk research has introduced a new variant in which the focus is not solely on disease, but also on the effects and consequences produced by the multiple aspects of risk on individual adaptation. Variations in such patterns of adaptation signal the entrance of protective factors as an added element to the clinical and research focus in the prediction of positive versus negative outcomes under the duress of stressful experiences. Given psychology's investment in the entire range of human adaptation--embracing severe disorder at one extreme and strong positive adaptations at the other--it is not surprising to find this new element of compensatory protective factors as a reshaping factor in the field of risk research. It is one that recognizes and studies the relevance of risk influences on disorder, but also focuses on recovery from disorder or the absence of disorder despite the presence of risk. This latter element implicates the notion of "resilience." It is this opening of the field of risk research that seems to bear the heavy and welcome imprint of psychology. Fundamental to the study of protective factors in development, however, is a broad knowledge base focused on risk factors that often contain the healthy development of infants and children. This volume reflects a continuation of the concerns of the Institute of Child Development with the nature and content of development in multiple contexts. It comes at a most welcome point since the Institute--in collaboration with the University of Minnesota's Department of Psychology--now participates in a jointly shared graduate training program in clinical psychology which stimulates and supports the growth of a newly emergent developmental psychopathology. For this field to advance will require a broad perspective and acceptance of the significance of the diversity of risk factors that extends throughout the life span and results in developmental trajectories that implicate various biological, psychological, and sociocultural risk elements.

The modern microprocessor based electronic equipment most vulnerable to Intentional Destructive Electromagnetic Interferences (IDEI) includes High-Altitude Electromagnetic Pulse (HEMP) in all substation equipment. In the wake of September 11th and recent anthrax events, our nation's bioterrorism response capability has become an imminent priority for policymakers, researchers, public health officials, academia, and the private sector. In a three-day workshop, convened by the Institute of Medicine's Forum on Emerging Infections, experts from each of these communities came together to identify, clarify, and prioritize the next steps that need to be taken in order to prepare and strengthen bioterrorism response capabilities. From the discussions, it became clear that of utmost urgency is the need to cast the issue of a response in an appropriate framework in order to attract the attention of Congress and the public in order to garner sufficient and sustainable support for such initiatives. No matter how the issue is cast, numerous workshop participants agreed that there are many gaps in the public health infrastructure and countermeasure capabilities that must be prioritized and addressed in order to assure a rapid and effective response to another bioterrorist attack.

Biological Threats in the 21st Century offers a fresh understanding of contemporary biological threats to national security. The identification and assessment of threats provides an essential basis for the selection, design, and implementation of nuclear security measures. For nuclear material and other radioactive material that is under regulatory control, and associated facilities and activities, the results of this identification and assessment are expressed as a design basis threat or representative threat statement describing the intentions and capabilities of potential adversaries against which the materials and associated facilities and activities are to be protected. An Implementing Guide was issued in 2009 under the title of Development, Use and Maintenance of the Design Basis Threat which was updated and revised. The result of this revision is the current publication. It provides a step-by-step methodology for conducting a national nuclear security threat assessment including both physical and computer security aspects, and for the development, use and maintenance of design basis threats and representative threat statements.
