Although development at the local level is a primary goal of most assistance schemes, most development agencies and banks know little of politics at the local level in developing countries. As a result, assistance programs generally lack relevance to indigenous populations and are--at the community level--viewed as being controlled from the "outside." The authors of this book concentrate on how local politics influence development in the Middle East, with the intent of encouraging more appropriate--and thus more effective--assistance programs. They discuss general policy issues and the nature of center-periphery relations in Middle East countries and delve into specific problems encountered in Egypt, Jordan, Lebanon, Syria, Iraq, Turkey, Tunisia, and North Yemen, showing how information about local political schemes can aid administrators of development programs in providing assistance that is acceptable--and accepted--at the local level. The case studies provide a broad base for planning, encompassing capitalist, state capitalist, and socialist systems in both rural and urban settings.

What does US aid “buy” in the Middle East? Drawing on extensive primary source research, this book examines the role and consequences of US aid to three countries in the Middle East. The author argues that the political survival strategies of incumbent leaders in Egypt, Israel, and Jordan shaped not only the type of aid that these countries received from the US, but also its developmental and geopolitical impact. Leaders who relied heavily on distributing selective benefits to their ruling coalitions were more likely to receive forms of US aid that complemented their distributive political economies and undermined the state’s developmental capacity, which simultaneously rendered them more dependent on US resources, and more likely to cede fragments of their sovereignty to their major donor. Non-distributive leaders, however, could reap the full benefits of highly discretionary and technologically sophisticated aid, incorporating it into developmental policies that rendered them progressively less dependent on Washington—and better able to say “no” when it was in their best interest.

What do we mean by 'gifts' in International Relations? Can foreign aid be conceptualized as a gift? Most foreign aid transactions are unilateral and financially unreciprocated, yet donors expect to benefit from them.Previous research dealing with foreign aid has analyzed the main donor motives and interests in providing financial support. This book offers an in-depth analysis of the invisible political or social 'exchange' taking place between recipient countries and donors when a grant agreement is signed. Focusing on Egypt, Jordan, Palestine and Israel - the main beneficiaries of Western foreign aid – the book uses gift theories and theories of social exchange to show how international social bonds are shaped by foreign aid and in what ways recipient countries are obliged to return the 'gift' they receive. Foreign aid is a means of buying 'stability' or 'democracy' in the region but Beata Paragi is interested here to understand the actual feasibility of Western assistance. Looking at the context of the Arab Spring, the book examines how aid impacts on a recipient country's domestic political events such as war, the quest for self-determination, the struggle against occupation and the fight for dignity. An original contribution to Middle East Studies and International Relations, the research presents an alternative interpretation of foreign aid and show how external funds interact with local developments and realities.

The various and different Middle Eastern countries are addressing new key reform and governance reform processes but also administration and policy issues of enduring importance; decentralization and local government, non-profit organizations, political culture, and reform of the policy process. This book provides assessment of national strategies for reform in public administration and policy, how these strategies have fared in implementation; and what challenges must be overcome to achieve real and sustainable progress. Seven country case studies will explore the overall policy-making process from a critical perspective and consider how it could be strengthened. Four cases will deal with the controversial issues of decentralization of power and decision-making. Two cases will address the role of civil society in the policymaking and reform process. Introductory and concluding chapters will place these discussions in context and draw the primary lessons for policy-makers. The main objectives of the book are to present different examples of specific public policy and administration, as well as governance issues in the Middle East so that policymakers (both in the region and the world who are interested in the Middle East), as well as practitioners, scholars and graduate students can utilize the book as a study guide to better understand various dynamics in governance in the Middle East. This approach will enable the volume to bridge global perspectives on governance development with regional perspectives and experience, bringing shared expertise, intellectual inquisitiveness, and experience in the professional practice of public policy and administration to bear on these common challenges.
