Disarray In World Food Markets

This book was first published in 1992. In the late twentieth century, the crisis in world agriculture had become increasingly evident as the protectionist agricultural policies of various countries distort the international market. Why had agricultural policies become more inward-looking as the world becomes increasingly interdependent economically? Disarray in World Food Markets addresses the nature and causes of this crisis in international trade policy. Its analysis of the effects of these food policies is complemented by a quantitative review of the long-term trends in world food markets. The study also extensively examines the reasons why governments choose to implement distortionary policies. This ambitious book, based on a dynamic, multi-commodity model of world food markets, will be an important reference work for all with an interest in trade policy, particularly in countries active in the trade negotiations.

Revised and updated, this edition makes use of new empirical material to examine the effect of market and trade restrictions on farm people. It argues that these policies have little or no effect on the welfare of such communities.

This book extends the discussion of world food problems by giving explicit recognition to the potential role of markets. The authors highlight the contribution of prices to the solution of food problems in low-income countries, for example, by providing adequate incentives to farmers to expand production, assuring that food supplies can be obtained through trade when needed and giving appropriate signals to consumers. They also document the negative effects on food supply and national welfare of the actual price policies of many Third World governments. While recognizing the problems involved in defining and measuring hunger, as well as in improving the food supply, the authors consider the outlook for future food availability as favorable in terms of continued modest improvement in per capita food supplies at prices, adjusted for inflation, that are likely to continue the slow decline of recent decades. One focus of their comments is the positive roles that governments can and should play in the world food economy, especially in support of research, creation of human capital, and provision of appropriate rural infrastructure.

Consumers have always been concerned about the quality, and particularly the safety, of the foods they eat. In recent years this concern has taken on additional prominence. Consumer focus on food safety has been sharpened by reports about new risks, such as that posed by "mad cow" disease, and about more familiar sources of risk, such as food borne pathogens, pesticides, and hormones. At the same time, some consumers are in creasingly interested in knowing more about how their food is produced and in selecting products based on production practices. Some of the questions consumers are asking in clude whether food is produced with the use of modern biotechnology, whether it is or ganically produced, how animals are treated in meat and egg production systems, and whether food is produced using traditional methods. Recent trends also show increased consumer demand for a variety of food products that are fresh, tasty, and available on a year-round basis. This has fostered increased global trade in food. For example, consumers in temperate climates such as North America are able to buy raspberries throughout the year, and Europeans can enjoy South American coffee. Trade in processed food products is actually increasing more rapidly than trade in agricultural commodities, further addressing the demand for variety among consumers.

This book explores the potential for policy reform as a short-term, low-cost way to sustainably enhance global food security. It argues that reforming policies that distort food prices and trade will promote the openness needed to maximize global food availability and reduce fluctuations in international food prices. Beginning with an examination of historical trends in markets and policies, Anderson assesses the prospects for further reforms, and projects how they may develop over the next fifteen years. He pays particular attention to domestic policy changes made possible by the information technology revolution, which will complement global change to deal directly with farmer and consumer concerns.
